A recent Housing Forum roundtable, held in partnership with BPTW, took a close look at the role of the Principal Designer under the Building Safety Act 2022, diving into some key challenges like ensuring competency and making registration processes more effective. Industry professionals brought their perspectives to the table, raising concerns about the hurdles in registering Principal Designers, securing insurance, and dealing with the Act’s impact on existing buildings. The group also explored various registers and standards for assessing Principal Designer competency, including those from RIBA and CIAT, and stressed the importance of maintaining integrity in manufacturer products. The roundtable wrapped up with a clear message: there’s an urgent need for better guidance and stronger collaboration across the housing construction industry to tackle these challenges effectively. The Evolution of Australia's National Construction Code Did you know that the National Construction Code (NCC) of Australia, also known as the Building Code of Australia (BCA), has a rich history dating back to 1988. Initially brought together to create a uniform set of building regulations, it has since evolved into a comprehensive performance-based framework encompassing three key volumes: -BCA Volumes One and Two, and -Plumbing Code of Australia (PCA). Here's a quick journey through its development: 1988: The NCC was first compiled using Ordinance 70 by the NSW Government as a foundation. This was a major step towards unified building regulations. 1991: The Australian Building Codes Board (ABCB) was established, streamlining efforts to create a performance-based BCA, leading to the BCA96. 2004: Introduction of the PCA as a performance-based code, aligning plumbing standards nationally. 2011: The BCA and PCA were merged into a single NCC, integrating all on-site construction requirements. Despite its national scope, each state and territory adopts the NCC through their legislation, adding layers of complexity to its implementation. Cladding Safety Victoria recently published its report, 'Compliance in Building Design’, following its review and assessment of more than 800 Victorian buildings with combustible cladding products. The Report, which was directed at answering the question about who is responsible for the widespread use of combustible cladding in Victoria, serves to put consultants and building surveyors on notice about their potential exposure in cladding recovery claims.
