Responsibilities: - Designing a comprehensive monitoring and evaluation framework aligned with Teach For Kenya's Theory of Change. - Developing tools for data collection to measure short-term and long-term impact. - Leading the implementation of monitoring and evaluation activities, including data collection, analysis, and reporting. - Collaborating with recruitment, training, and alumni teams to integrate M&E mechanisms. Demand for Monitoring and Evaluation (M&E) is crucial for sustained development. M&E systems are made up of various elements, including M&E champion, policy, data management, technology, staffing, and staff capacity. However, one element usually drives the system, and this driver is determined by the demand for evaluation. Although data-driven M&E systems have been criticized for their inability to answer all three M&E functions of accountability, learning, and decision-making, they remain the norm globally because they answer the interests of donors who demand evaluations. But who demands M&E determines the M&E system. This situation underutilizes the M&E function, resulting in limited and unsustainable development despite beautiful project reports to donors. Local stakeholders, including implementing organizations, partners, governments, councils, civil society, community, and parliament, need to use evaluation products. Accountability to these stakeholders is crucial, but learning is even more important to know what worked where and which decision to take at a time. The demand for evaluation by local stakeholders will optimize the M&E functions for sustained development. It is therefore important to educate local stakeholders to take an interest in the M&E functions, especially in Africa. #MandE #Evaluation #SustainableDevelopment

*NEW PUBLICATION ALERT* Monitoring systems are essential to Africa’s development effectiveness. Too often, however, monitoring is a time-consuming exercise that is done exclusively for compliance. When developed with an understanding of the context within which they are implemented, monitoring systems have the potential to provide an evidence base from which progress can be evaluated and informed decisions made. The establishment, implementation, and institutionalisation of monitoring systems is a nuanced process, shaped by the unique characteristics and culture of each organisation. While ‘how-to guides’ on the subject are abundant, their focus is often technical, and they do not sufficiently consider how monitoring practice links to the context of governance and development in the region, and what role monitoring systems can play to strengthen processes of reform. ‘Monitoring Systems in Africa’ balances a strong theoretical foundation in governance and development with a practical approach to asking some of the big-picture questions about why and how we could more effectively build and institutionalise systems for useful monitoring. Given the scale of resources already being invested in monitoring, taking a systemic view and theoretically informed approach to monitoring can support decision-making around compliance, accountability, development effectiveness, and performance. I participated in the Zambia Monitoring and Evaluation Association's M&E talk which was held on Friday, 12 July 2024 The event focused on the 2023 Annual Progress Report on implementing the Eighth National Development Plan, emphasizing improving data generation and use. I had the honor of presenting the Highlights of the APR Assessment, where I emphasised some of the challenges we faced when formulating the report, which included Non-availability of Performance Data partly due to the lack of a robust statistical and monitoring & evaluation management information system and Setting of Overly Ambitious Targets which could not be met in the planned period. Additionally, Inadequate Data Processes contributed to data not being available for reporting as well as the need to have timely production of survey results which are critical for the effective assessment of progress and routine reporting on key 8NDP targets. Findings of the APR also showed that timely release of funds is essential for the successful implementation of programs, alongside fostering collaboration among stakeholders. The study explored the problems associated with and attempted to identify good practice in public sector project selection procedures for developing countries with reference to the local authorities. A case study research design was adopted and the study location was in Kisumu County Council, Nyanza Province, Kenya. The population comprised of all the Local Authorities Transfer Fund (LATF) committee members and project beneficiaries within the various wards of the council. The following sampling methods were used to select various samples: disproportionate stratified sampling for the council wards; area sampling for the project beneficiaries and simple random sampling for the committee members. Primary data was collected through structured and unstructured questionnaires and analysed using descriptive statistics. No clear selection models were found to exist for prioritising projects to meet community’s needs and managers tasked with project selection possessed limited skills in project selection and implementation.
