Chance Saltzman detailed 24 action items and an aggressive schedule for implementation in a joint presentation to open the conference. Citing the prospect of conflict—either through a military move by China on Taiwan or miscalculation that could escalate—Kendall said it is well past time to make changes. “We are out of time,” he repeated several times during his remarks. The Air Force will reorient its major commands to focus on combat readiness, peeling off their requirements and weapons development functions and consolidating those into a new Integrated Capabilities Command. Headed by a three-star general and reporting directly to the Chief and Secretary of the Air Force, it becomes a new power center for current and future programs. The idea is to have leaders be able to define requirements and build programs without having to manage a competing focus on today and tomorrow. “We need to both be ready today with the force that we have. We need to approach that with a sense of urgency,” Allvin said. “But we also need to update—reoptimize, dare I say—the processes, the policies, the authorities, and in some cases, the structure to be competitive for the long term. Basically simplifying scope and expectations for CAF to focus on fighting with what we have and letting others focus on what we need. So brilliantly simple as things have become so conflated with everyone throwing in on requirements and acquisition these days. I like the strategic direction.

The Pentagon wants to shift ~$3.3B of budgeted funds to support a handful of new-start projects, including: (1) Air Force's Collaborative Combat Aircraft (CCA) program, which has already seen ~40% cost growth. The Pentagon wants to shift $150M in FY24 funds, which increases the CCA program request to $542M. Unsurprisingly, this request came with a news statement that the Air Force will evaluate the NGAD platform design concept to determine if there are cost reductions or capability trade-offs. (2) Army wants to shift $39M to purchase 8 SM-6 Block1A missiles for its Mid-Range Capability ground launch system. Army and Navy would coordinate procurement on the SM-6 contract, which was awarded to Raytheon. What a week! At the annual AFA Warfare Symposium, top leaders from the Air Force and Space Force revealed a strategic overhaul aimed at bolstering readiness and gaining an edge in the escalating great power competition with China. Here are the key takeaways that I think are the most significant: -Reorienting Major Commands: The Air Force will pivot its major commands’ focus toward combat readiness. By separating requirements and weapons development functions from these commands and consolidating them into a new Integrated Capabilities Command, the goal is to streamline decision-making and empower leaders to focus on both immediate and long-term needs. -Balancing Urgency and Long-Term Vision: With the specter of conflict looming—whether due to China’s actions toward Taiwan or potential miscalculations—it’s clear that time is of the essence. The top three reasons for urgency behind these sweeping changes stems from the escalating great power competition: 1. Conflict Prospects: The possibility of conflict—whether triggered by China’s actions toward Taiwan or miscalculations—is a stark reality. Waiting any longer would be imprudent. BENS Updates: BENS members recently met with leaders within the office of the Under Secretary of Defense for Acquisition and Sustainment to discuss private sector approaches to managing and executing megaprojects in support of DoD infrastructure efforts. The discussion, led by BENS President and CEO General Timothy Ray, USAF (ret.) exposed United States Department of Defense (DoD) partners to alternative approaches to executing these projects.
