🌿 RESEARCH BUILDINGS IN PARIS - IMPROVING THE PAST 🌱 The IDEEV Biopharma research institute in the south of Paris demonstrates how useful it is to reflect built tradition in the present in order to be equipped for the future. The "Institut Diversité Ecologie et Evolution du Vivant" (Institute for the Diversity, Ecology and Evolution of Living Things) of our Paris office is an ensemble of research buildings and greenhouses. This complex is linked by the jagged roof shapes - as expressive shed roofs with echoes of the industrial age for the institutes, and as quieter gabled roofs for the transparent and wood-clad shelters for the plants. This restrained play with shapes has an effect on the general public: the appearance of the complex changes depending on the viewing direction. For the approximately 400 employees of IDEEV Biopharma, an energetically optimised workplace opens up, which continues the subtle play with the past. The complex is rational, dense and exciting at the same time. The perimeter development is criss-crossed by building wings, creating four independent courtyards that offer employees a view of the greenery. This type of urban development is not fundamentally new, but it is effective. Think of the Ospedale Maggiore in Milan from the 15th century, which is still in use as a university today. Opposite this historical inspiration, the Parisian research institute opens up at three corners. Coming back with lots of impressions and insights 💡 from the "Buildings and Climate Global Forum" in #Paris organised by Ministère Écologie Territoires last week. #EXCESS partner Andreas J., Senior Expert at the ICLEI Europe and Steering Committee Member at the Global Alliance for Buildings and Construction (GlobalABC), presented the EXCESS pilot project in #Valladolid, Spain in the expert panel "Building reuse and #circularity for #adaptation and #resilience" focusing on the importance of #culturalheritage and existing #buildings in driving sustainability 🌿 transformations. EXCESS highlighted the technical feasibility of renovating, while also safeguarding the historical building stock. The EXCESS Positive Energy Building #PEB demonstration project in Valladolid transforms a historical 15 century palace into a plus-energy #residential building balancing high performance with #cultural and historical values as well as aesthetic considerations. The expert panel identified several key enablers based on this and other examples, including: - 📉 business models (the importance of grants and subsidies) - 🛠 combining new and traditional technical skills - 🤝 coordinating across a wide range of stakeholder (ecosystem of actors) - 🖇 well-considered and flexible regulatory environment. Emphasising the agency of local governments in unlocking a Building breakthrough, the session also highlighted that effective multi-level governance is necessary to co-create policies, regulations and incentive schemes, with local governments as a key partner to reflect on-the-ground realities. Moreover, the need for subnational technical and financial capacity enhancement was raised. From prior talks and workshops in re/emerging cities across the US, Australia, Colombia, and Western, Central, and Eastern Europe one thing is clear... these cities often leapfrog larger cities in their nimbleness. This is why I'm grateful and excited to meet with leaders gathered by Placemaking Western Balkans thanks to its leadership by Milena Ivkovic. Western Balkans' unique political history is often neglected in appreciating its nuances in its encounter with both communitarian and authoritarian ideologies. From an eco-econ-social innovation standpoint, re/emerging cities are where wiser ideas often thrive. Re/emerging cities' relatively modest budgets compared to megacities (of mega-inequality) create a healthy skeptical inoculation from the Shiny Technocratic Marketing schemes of Silicon Valley's extremist libertarianism and its copycats elsewhere. Technocratic ideology is rooted in the belief that societal issues are best solved by experts with technical knowledge, using rational and efficient methods. It assumes that these experts, due to their specialized training, can apply a problem-solution mindset to find and implement effective solutions. Technocrats are seen as neutral, making decisions based on expertise rather than personal or political interests. However, this ideology often marginalizes non-experts, leading to a divide between technocrats and the general public. Technocratic rationality applies technical means to problems as if cause-effect relationships are well established. Many of us coming from wiser critical technosocial understanding argue that technocracy leads to * power imbalances, * citizen exclusion from policy-making, * and (ironically) relies on a flawed knowledge theory. Despite its neutral facade, technocratic governance is often influenced by dominant forms of right-wing fiscal policies and partisan politics. The extreme PR pushing AI threatens to make all this worse and usher in what I call a new Artificial Dark Ages made of even larger private enclosures, hyper-cultural-monopolies, and “smart” black box algorithmic systems that make the Great Firewall of China look quaint. But hope is far from lost.
