If PMO setups were treated as a project of its own, then:
- All relevant stakeholders, and not just the PMO Sponsor would be involved
- PMO Leader's & team's (if applicable) capacity would be set
- Expectations would be established proactively
- Underlying risks to success would be identified with plans in place
- A budget would be determined and requested
- A progress reporting cadence would be put into action
- A prioritized list of stakeholders' needs would serve as the PMO's recipe
- The setup would have a roadmap in place
- PMOs would not be built in silos
