AML3D (ASX:AL3) has secured a Manufacturing License Agreement with US Navy intermediary - Blue Forge Alliance (“BFA”) - which will allow AML3D to substantially expand its access opportunities to manufacture parts for the US Navy. ⚓️ The MLA allows AML3D to work with key suppliers and internal teams within the US Navy submarine industrial base ⚓️ The MLA enables the exchange of technical assistance and data, facilitating an expansion of AML3D’s activities to support the US Navy ⚓️ The contract is open ended and has no fixed term AML3D believes this is a major strategic development in its supply relationship with the US Navy: "This MLA creates opportunities for AML3D to print more parts for the US Navy... Today, the F-35 is the Pentagon’s most expensive weapon system. U.S. operates 630 of the aircraft. Plan of record is to purchase 2,500 by the mid-2040s and to continue operating them through the 2080s. Government Accountability Office (GAO) said in a report this year that the total costs to sustain the F-35 fleet through 2088 would be more than $2 trillion. An individual aircraft will cost more than $6 million annually to operate and sustain. US Navy, Marines and Air Force have each projected a decrease in flying the F-35, which has not had a single model meet mission goals from fiscal 2019 through 2023. Lockheed also continues to deliver the aircraft late. GAO also said in the report that 70% of its recommendations have not been addressed by the Pentagon, including creating a new sustainment strategy or reassessing Lockheed’s responsibility for sustainment.

At the Royal Canadian Navy | Marine royale canadienne Outlook, Military Off The Shelf (MOTS) procurement was raised by several speakers as a way of de-risking, accelerating and reducing the cost of acquiring new platforms and equipment, and the recent independent analysis of the Royal Australian Navy surface combatant fleet identified 4 proven platforms that could be acquired more rapidly by taking a MOTS approach. However, defence procurement organizations around the world have found it difficult to implement MOTS approaches, as ‘just a few changes’ quickly snowball and MOTS designs become bespoke. A current example is the US Navy Constellation Class, which was intended to retain 85% commonality with the proven FREMM. According to the article below, the Constellation now shares only 15% of the original design and the delivery of the first vessel has been delayed by three years, which is a 50% increase in the delivery schedule. It is not easy to compromise on requirements, especially when navies have to operate and maintain platforms for decades. Consider this process improvement by PEO(T) to improve its RFIs: "PEO(T) has also altered how it formulates RFIs and SSs. Instead of explicitly describing a system or service, we now define the desired capability and/or outcome. If vendors cannot meet the delivery deadline, they are given a chance to share capabilities they could provide in the future." CORAS applauds this. Pentagon to set up military repair hubs in 5 Indo-Pacific countries U.S. eyes global network of sustainment, expanding to Europe and Latin America September 4, 2024 23:17 JSTUpdated on September 4, 2024 23:57 JST WASHINGTON -- The U.S. Department of Defense will launch military repair hubs in the Indo-Pacific countries of Japan, South Korea, Australia, Singapore and the Philippines, sources told Nikkei Asia, as it envisions a global network of repair hubs for key warfighting platforms. The Pentagon's new Regional Sustainment Framework (RSF) envisions utilizing existing industrial capabilities of its allies and partners so that it can conduct maintenance, repairs and overhauls of its ships, planes and vehicles closer to their area of operation instead of bringing them back to the continental U.S. The plan is to launch pilot programs in five Indo-Pacific countries this year, then expand it to NATO partners in the European Command's area in 2025 and to Latin American partners under the Southern Command in 2026. Of the five countries, four are treaty allies. Singapore, though not an ally, has had a long tradition of hosting U.S. warships on a rotational basis. The Pentagon is expected to announce more details this month, according to one of the sources familiar with the matter. A Pentagon spokesperson told Nikkei Asia that it does not have anything to announce at this time. "We do not want to get ahead of negotiations that are still underway," the official said. The program stems from an understanding that the U.S. alone cannot compete with China's industrial prowess. In July 2023, the defense news website The War Zone published a U.S. Navy briefing slide that showed China, the world's largest shipbuilding nation, having about 232 times the shipbuilding capacity of the U.S.
