Opportunity is that utilities report "average" technical losses from their electricity grids. To get such an 'average' from a 'bell shaped' distribution of the OHTL portfolio, you must have a list of particularly inefficient over capacity OHTL with very high losses. So WB should support electricity utilities to identify such inefficient / congested OHTL (say worst 25% of their grids) and reconductor with globally proven 'Advanced Conductors' those OHTL to significantly reduce technical losses (while increase capacity by ~ 100% to allow more renewables access). Each TW/h not lost in T&D offer eCO2 reduction of some 600,000 tonnes (compensatory emissions), support to national electricity access / job creation and for 'water stressed' countries some 500-600 Olympic swimming pools 'filtered' water not unnecessarily lost to the atmosphere as steam and vapour. Advanced conductors have already been used to allow trade in carbon credits under Art 6.2 (JCM) of the Paris Agreement, further shortening the payback period / improving RoI of investing in reconductoring. This fits with ESS 3 and that the "borrower will....." and corporate ESGs.
