About the Speaker: Cameron Bestwick is an expert in university campus housing and communities, based in Melbourne, Australia. He was the youngest university Chief Housing Officer in Australian history, leading the University of Melbourne's student accommodation department through its early establishment years and the COVID-19 pandemic. Cameron has also held leadership roles at the University of Sydney, the Australian National University, and peak bodies such as the Asia Pacific Student Accommodation Association and the National Association of Australian University Colleges. He now operates his own consulting practice, Swick Learning, which collaborates with education-related organizations to help their students become more engaged, resilient, and self-directed.

❗ Victorian TAFE Institutes will be significantly and disproportionately impacted by the design of proposed international student limits ❗ The Victorian TAFE Association has been working urgently with Victorian TAFEs to understand the impact of international student limits and has written to the Hon Jason Clare MP, Minister for Education, and the Hon Andrew Giles MP, Minister for Skills and Training, to highlight how these will impact Victorian TAFEs. What's the problem? 😷 The proposed approach uses 2023-2024 levels to set limits on international student commencements, but Victorian TAFEs are still recovering from the prolonged impact of Australia’s harshest COVID-19 restrictions, and enrolments haven’t fully recovered. 📉 In 2023, Victorian international onshore commencements in VET with Government providers were down 53% on 2019 levels, and Victoria’s national share has dropped from 35% to 23%. Meanwhile, private VET providers in Victoria have seen a 15% increase in international student commencements. 📉 By setting caps at 2023-2024 levels, Victorian TAFEs could be limited to their lowest commencement figures since data was reported (2005), setting TAFEs back decades and entrenching the impact of COVID. International students are vital to Victoria’s education sector and contribute significantly to the financial sustainability of TAFEs and the broader Victorian economy. 📣 To ensure the damage done by the pandemic is not entrenched, the VTA recommends that limits for Victorian TAFE institutes be set at pre-pandemic 2019 levels where those are higher than 2024 commencements. As the peak body for Victoria's public VET providers, the VTA will continue to champion the interests of TAFEs and advocate for policies that support a strong, sustainable public VET system. So, where do students want to live and what's important to them? 🏡 When we conducted our Student Survey in 2021, 22% were unsure of where they were going to live, whilst 52% were planning to live in university-owned halls. In 2024, the percentage of students planning to move into halls has increased to 72%. University accommodation providers will need to work hard at getting their pricing right - cost is the main factor influencing students’ accommodation selection. Location is the next priority, but with students so focused on price, could they be willing to consider accommodation located further away if it's at a lower cost? A report by the Student Accommodation Council claims international students aren't responsible for Australia's housing crisis, arguing that international students constitute just 4% of renters nationwide. However, Professor Salvatore Babones points out a contradiction in the report's own data, suggesting that international student concentrations in certain areas coincide with low rental availability. Professor Babones criticises universities' reliance on international student revenue, labelling it a “scam” that benefits university rankings and research funding but not Australian students or the government. While Babones take a pretty hard line against international students, it’s clear that we need to really assess the benefits they bring to Australia and ensure they don’t hinder the interests of domestic students and the broader population. #internationalstudents #studenthousing #studentexperience
