The messaging platform has faced criticism after numerous chatrooms, many operated by teenagers, were discovered sharing sexually explicit deepfakes of young women, including students and teachers. Following a police investigation and public backlash, Telegram removed 25 such videos and expressed regret for any misunderstandings. Growing Concerns Over Deepfake Crimes and Inadequate Punishment. Despite warnings from authorities about severe consequences for deepfake crimes, offenders continue to operate with impunity. In online communities, perpetrators share their experiences and strategies to avoid capture, showing alarming confidence that they won’t face punishment. In forums like the "Deepfake Countermeasures Headquarters," users openly discuss how to handle investigations and evade justice. Some even celebrate their crimes, such as creating deepfakes using images of ex-partners, and express disdain for government and media efforts to combat these offenses. A report by Security Hero reveals a 550% increase in deepfake videos online over the past year, with 98% of these videos being inappropriate and 99% of the victims being women. South Korean citizens are the primary targets of such content. Over 500 schools in South Korea have been affected by deepfake-related crimes, and a chat room mocking journalists covering these issues has been created. Crime experts highlight the inadequate legal response to these crimes. While laws have been revised since the "Nth Room" and "Doctor" incidents, effective punishments for possessing or viewing fake videos that are not proven to be part of distribution are still lacking. Many cases are resolved with probation, diminishing the perception of punishment for offenders. Experts suggest that, in addition to increasing penalties for producers and distributors of inappropriate content, stricter regulations for platforms used for such purposes are needed. #DeepFake #Crime Korean Police said Tuesday they have arrested a man in his 20s on charges of creating 4,313 sexually explicit deepfake #videos of 72 female #celebrities and selling them online. The man created the deepfake pornographic videos with a self-developed program using generative artificial intelligence and earned 3.83 million won ($2,837) by selling them this year. How significant is the problem? In South Korea, deepfake porn wrecks women’s lives and deepens gender conflict. Most suspected perpetrators in South Korea are teenage boys. Observers say the boys target female friends, relatives and acquaintances — also mostly minors — as a prank, out of curiosity or misogyny. The attacks raise serious questions about school programs but also threaten to worsen an already troubled divide between men and women. #Deepfake porn in South Korea gained attention after unconfirmed lists of schools that had victims spread online in August. Many girls and women have hastily removed photos and videos from their Instagram, Facebook and other social media accounts. Thousands of young women have staged protests demanding stronger steps against deepfake porn. Politicians, academics and activists have held forums. Korean Police say they’ve detained 387 people over alleged deepfake crimes this year, more than 80% of them teenagers. Separately, the Education Ministry says about 800 students have informed authorities about intimate deepfake content involving them this year. The fake images were very crudely made but the woman felt deeply humiliated and shocked because dozens of people — some of whom she likely knows — were sexually harassing her with those photos. South Korea has no official records on the extent of deepfake online porn. Australia taking steps towards criminalizing sexually explicit deepfakes. 🔍 Given the hefty potential sentence, it's important to be able to clearly identify content as a deepfake, to that end, Attorney-General Mark Dreyfus acknowledged the potential difficulties in identifying and prosecuting those who share deepfakes online because of the anonymous nature of social media accounts. He also affirmed that technological means of tracing could overcome difficulties in detection and prosecution. ❗ One could see why it's important not to only develop tools that give you that one nice number saying that it's a deepfake, but also clearly communicate WHY it may be a deepfake through identifiable artifacts. 🤔 Beyond that, the legislation specifically targets sexually explicit material that is shared without consent and is digitally created or altered using artificial intelligence or other technology. The key factors for discernment include: • 𝐂𝐨𝐧𝐬𝐞𝐧𝐭: The primary factor is whether the individuals depicted in the material have given their consent for creation and distribution. • 𝐈𝐧𝐭𝐞𝐧t: The purpose behind the creation of the content is considered. If it’s intended to degrade, humiliate, or harm, it’s likely to be classified as malicious. • 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲: Technological means of tracing and forensic analysis are employed to detect the origins of deepfakes and differentiate them from legitimate entertainment content. • 𝐂𝐨𝐧𝐭𝐞𝐱𝐭: The context in which the material is shared is also taken into account, as entertainment content is generally produced and shared within legal and ethical boundaries. #Deepfake #Cybersecurity #Legislation #DigitalConsent #EthicalAI #ExplainableAI #DigitalForensics

Washington Post Calls Telegram 'a Haven for Free Speech - and Child Predators': The Washington Post writes that Telegram's "anything-goes approach" to its 950 million users "has also made it one of the internet's largest havens for child predators, experts say...." "Durov's critics say his public idealism masks an opportunistic business model that allows Telegram to profit from the worst the internet has to offer, including child sexual abuse material, or CSAM... " [Telegram is] an app of choice for political organizing, including by dissidents under repressive regimes. But it is equally appealing for terrorist groups, criminal organizations and sexual predators, who use it as a hub to share and consume nonconsensual pornography, AI "deepfake" nudes, and illegal sexual images and videos of exploited minors, said Alex Stamos, chief information security officer at the cybersecurity firm SentinelOne. "Due to their advertised policy of not cooperating with law enforcement, and the fact that they are known not to scan for CSAM, Telegram has attracted large groups of pedophiles trading and selling child abuse materials," Stamos said. That reach comes even though many Telegram exchanges don't actually use the strong forms of encryption available on true private messaging apps, he added. Telegram is used for private messaging, public posts and group chats. Only one-to-one conversations can be encrypted in a way that even Telegram can't access them. And that occurs only if users choose the option, meaning the company could turn over everything else to governments if it wanted to... French prosecutors argue that Durov is in fact responsible for Telegram's emergence as a global haven for illegal content, including CSAM, because of his reluctance to moderate it and his refusal to help authorities police it, among other allegations... David Kaye, a professor at University of California, Irvine School of Law and former U.N. special rapporteur on freedom of expression... said that while Telegram has at times banned groups and taken down [CSAM] content in response to law enforcement, its refusal to share data with investigators sets it apart from most other major tech companies. Unlike U.S.-based platforms, Telegram is not required by U.S. law to report instances of CSAM to the National Center for Missing and Exploited Children, or NCMEC. Many online platforms based overseas do so anyway — but not Telegram. "NCMEC has tried to get them to report, but they have no interest and are known for not wanting to work with [law enforcement agencies] or anyone in this space," a NCMEC spokesperson said. The Post also writes that Telegram "has repeatedly been revealed to serve as a tool to store, distribute and share child sexual imagery." (They cite several examples, including two different men convicted to minimum sentences of at least 10 years for using the service to purchase CSAM and solicit explicit photos from minors.)
