Drinking #water folks: are you familiar with Capacity Development as a compliance strategy? It makes specific reference to the technical, managerial, and financial (‘TMF’) capacities of a given utility, when benchmarked against regulatory constraints and industry standards. The framework for this approach has been part of USEPA’s strategy for PWS oversight for decades, particularly small systems. It has become a tool for regulators to encourage gap analysis among utility leadership, and is now being proposed as part of the updated #WQAA regs here in New Jersey.
