Destructive liquefied natural gas (LNG) industry in the Verde Island Passage is now under scrutiny, as a first of its kind investigation commences at one of its financiers, Japan Bank for International Cooperation (JBIC). The Examiner for Environmental Guidelines of JBIC is set to commence an investigation for their potential violations in relation to its support to the Atlantic Gulf & Pacific Company (AG&P), which built a liquefied natural gas import terminal in the VIP. The investigation pertains to the bank’s failure to monitor the compliance of AG&P local unit Linseed with local national laws, failure to properly classify the environmental sensitivity of the project under its own regulations, and failure to take action as demanded by their own guidelines. It’s fascinating to see how the differences between regulatory and judicial bodies can create an unpredictable investment environment. This uncertainty makes capital hesitate before committing to large-scale projects. While the solution isn’t clear, the continuous backtracking on decisions is certainly not conducive to attracting long-term investments. With the appetite for LNG bunkering vessels on the rise, will there be enough of these ships available in the years to come to meet demand? Speaking at the LNG Bunkering & Future Fuel Global Summit 2024 in May, DNV Maritime Advisory Principal Consultant, Martin Christian Wold, highlighted that while the fleet of vessels fit for bunkering is increasing, it may not be growing fast enough. He also discussed the critical supply/demand imbalance, saying: “We estimate that LNG bunkering was about 1% of the global marine fuel market in 2023, and it is growing rapidly. Import project developers are turning to floating storage and regasification units (FSRUs) as a quick fix for LNG. However, the hunt for suitable vessels continues at pace after the recent FSRU grab by European charterers. According to consultants and regas providers, 25 to 30 projects are being quoted that require FSRUs, although not all will move forward, with others evolving in their requirements over time. In fact, Germany's first FSRU imported 6% of the country's gas consumption in 2023. Last week the Biden Administration announced a temporary pause on pending decisions of #LNG exports. Given the environmental, consumer, security, and health concerns raised by these projects, this is welcome news for local communities. The contracts between the Constellation and the Massachusetts gas utilities to keep the Everett LNG import terminal open through 2030 are facing pushback in expedited proceedings at the DPU. Constellation and the utilities have argued that the agreements are necessary to preserve the reliability of the system during especially cold days due to the region's gas constraints. The key concerns raised in the proceedings center around cost and how the contracts fit into the state's climate efforts. While the utilities have framed the contacts as a temporary solution that avoids new gas infrastructure, environmental organizations are skeptical. The six-year contracts line up with the projected in-service date of a major proposed capacity expansion to the region. At least one of the state's two largest utilities offered a bid for capacity in the open season for the expansion (the other hasn't responded to my emails).
