Economic Development Queensland, our state developer, is about to get big changes to its mission — including some groundbreaking new land assembly powers that could redefine our city. Greater Brisbane is proud to support these changes and EDQ's ambitions for a growing city. But there's still room for improvement. Like so many government agencies responsible for housing, renters are an afterthought. EDQ should ensure that renters are listened to at every stage of their developments - all the way to appointing a renters representative to their board. And while these new land assembly powers have the potential to be powerful tools in building a better, more walkable city, they need to be accompanied by broad planning reform that allow our whole city to grow. EDQ’s new ambitions lay the groundwork for a significant reshaping of our city—but if that new vision is something we aspire to, we should make sure we can deliver it right across our city and not just in the few places declared for renewal. This means much more public investment in developing public and community housing—an order of magnitude more. This means direct investment in demonstration housing projects to show Queenslanders how good a dense, walkable neighbourhood can be. And, critically, it means rethinking the broader planning regime to ensure that the objectives these reforms seek to achieve—design excellence, good place experiences, coordination and collaboration between stakeholders— are able to occur beyond these specific policy interventions. This will only be achieved by replacing our slow, restrictive planning with much clearer rules, more permissive approvals process and more ambition on height and design. We're excited to see where this will lead!

Our industry is at City Hall today to speak to the proposed Substantial Completion Standard. We recommend that #yegcc and Administration focus their efforts on creating plans for growth and new opportunities for investment. Our position letter: https://lnkd.in/gXpw4qm4. Our recommendation is for Committee to reject the Administrative proposal to stall planning for five more years. Planning needs to start right away. Being proactive does not expedite development, it just prevents expensive delay. Adil Kodian from Rohit Group says, "We need to start infrastructure planning, establish servicing standards, explore cost-sharing models and private sector involvement. To get to two million people, we need to collaborate. To-date, our industry's perspectives have not been reflected." "People decide where they want to live based on cultural ties, access to amenities, and proximity to important community hubs," explains Harman Singh Kandola of Victory Homes, who also serves on the City of Edmonton's Anti-Racism Committee. "This policy is stalling an opportunity for the City to grow its industrial tax base, which is desperately needed," said Brad Armstrong of Qualico. Elise Shillington-Briner of Cantiro says, "Investor confidence is at risk with this policy approach. Investors require predictability and assurance in development timelines. The proposed non-statutory servicing study is a critical first step toward ensuring land supply." "Growth Management in The City Plan was to stimulate new growth and to identify levers to increase viability and success of infill, to support commercial and industrial growth, and create new residential and non-residential neighbourhoods," says our CEO, Kalen Anderson. "Due to policies like Substantial Completion Standard, we have had to make investment decisions in other locations like Calgary and Winnipeg," said Dhruv Gupta of Akash Group of Companies. "If passed in its current form, we will have no choice but to move our investment to other places outside of Edmonton."

In light of today’s State Government announcement on the release of the 10-year greenfields plan, the Municipal Association of Victoria (MAV) renews its calls for a joined-up vision for greater metro Melbourne.   Melbourne is the country’s fastest growing city. The scale and complexity of this growth management and planning task cannot be overstated, with local government a leader and critical partner in shaping the future of our city and creating neighbourhoods that are thriving and great places to live.   Further expansion of growth areas must include consideration for strong economic and employment clusters, transport in support of a connected and compact city – as the Activity Centre announcement acknowledged – and include the community infrastructure that can support growth areas to be great places to build homes. The MAV is aligned with the Planning Institute of Australia’s (PIA) call that development contributions reform needs input beyond the development industry, from planning experts and local government.   Once our elections are finalised, councils will be at the ready to partner with the State Government on reform to development contributions, Activity Centres, and new greenfield projects.

City and regional deals for NZ face two key hurdles, says the Spinoff's Joel MacManus, a sacrifice from local government (through some form of amalgamation), the other from central government (building cross-party support and a shift in the balance of power to enable local-led decision making). Shifting the balance of power to the local level, and putting people back at the centre of local economies is what Community Wealth Building is about too. We believe New Zealand has an opportunity to take a Community Wealth Building approach to city and regional deals, to develop more equitable, inclusive and resilient local economies that have greater power to invest in what is important to them. On a 2019 study tour, The Urban Advisory visited Manchester and Preston in the United Kingdom, and Cleveland, Ohio, United States. What we saw was the potential for both city deals and Community Wealth Building to transform cities and communities through place-based, whole of systems approaches to growth & economic development. The Committee for Sydney have today (once again) highlighted the importance of industrial lands to a productive City. This is part of their excellent response to the Productivity Commission's recent 'Review of housing supply challenges and policy options for New South Wales', a Review which recommended removing the policy protections for industrial land. The scarcity of industrial land in Sydney is causing significant challenges for businesses and industry. I’ve been out and across Regional NSW and Victoria recently. I can’t help thinking we are not using Australia’s most strategic and valuable asset – land - to solve Australia’s most pressing urban growth problems.  Astonishing to me at least, is that land, and scarcity of it for housing, has been entirely a result of a self created land-economy monopoly in favour of capital cities. An "own goal 🥅 " one could call it. If we are to break the housing crises at its most root cause, it is this monopoly that needs to be broken – as someone once said – "it’s the economy, stupid". A few things I would like to see happen to truly break the land-economy monopoly of capital cities: 👩💼 The vast majority of public sector jobs should be in regional areas. A state agency in NSW Government is there to serve all of NSW regardless of its office locality. Locating head offices in high priced Sydney really is unnecessary in the era of Work From Anywhere. 🚄 Fast Rail, High Speed Rail, whatever this will be, needs to be. Our great grandfathers once built a rail network 🚂 to and from gold rush towns in the 19th century that we subsequently neglected. Have we really lost our courage and brains for this type of transformative infrastructure? 🦾 Emerging modern manufacturing and technology businesses should be recipients of cash grants for establishing and locating in regional areas. Because where the jobs are, the future population, and the GeN Z who have amazing skills in modern manufacturing and technology, will meet them there, where land for housing is cheaper, available and gets them on the property ladder. 🐝  Don’t forget the 3 B’s – Beer (hospitality) 🍻, Bluegrass (culture) 🎸 and Broadband (connectivity) 🛜 . Local economic development programs that have these foundations are the ones who tap into, and harness, the real innovators and entrepreneur spirit. Heavens knows we need that because we can’t just rely on mining and mega capital city infrastructure projects to drive the economy anymore. 👇 is Orange NSW and Bright Victoria.
