Experienced a lot of such disasters. Flooding in non-binding soil formations or solid rock formations, both variants are dangerous..But the first variant causes even more damage..the incoming groundwater takes the loose soil formations with it and causes huge cavities, the tunnel lining is destroyed, cavities have to be laboriously filled. Therefore, geological and hydrological investigations as well as a thorough risk analysis are absolutely necessary before project planning.

I think to prevent tunnel flooding, start with a detailed ground survey to find and avoid water zones. Use grouting to seal cracks and install drainage systems to control groundwater. Keep checking water levels during construction to make quick adjustments if needed.
The problem is only one geotechnical and surveying are like sun and moon two in one whit same condition " no budget and very low consideration at site job" that is the problem
What about studying the dynamics of water level.I mean water is dynamic in nature,knowing recharging zone previous to tunneling might help.
