🚀 NEW BRIEFING outlining 8 quick & easy wins to boost civil service efficiency - from Jordan U. of the Institute for Government The new Government will depend on the civil service to hit the ground running on its missions, but the civil service is riddled with inefficiencies and bureaucracy. The problems include: 1. Failure to recruit external talent 2. Long onboarding times 3. Poor induction processes 4. Bad internal collaboration and communications 5. Various miscellaneous inefficiencies, explored in the briefing These lead to waste, low morale and poor delivery. But many of these problems can be fixed quite easily with some central coordination. A new government would be well placed to bring in much needed reforms, such as: 1. Standards for external recruitment 2. A simple pass/fail onboarding standard 3. Publishing of data, particularly in relation to recruitment 4. Secondment pipelines to bring in external talent 5. HR support for hiring managers 6. A whole of govt organogram (!) 7. A shared, cross-government collaboration platform 8. Centralised induction guidance Perhaps most importantly, the solution is 'just do it'! Iraq's Council of Ministers (Cabinet) has approved the recommendation from the Ministerial Council for Social Services (Resolution 24016 K) to form the Iraqi Construction Council. This new council will be chaired by the Minister of Construction, Housing, Municipalities, and Public Works and will include representatives from various ministries and organizations. Members include representatives from the Ministries of Planning, Higher Education and Scientific Research, Justice, Environment, Baghdad Municipality, the Advisory Board, and the Iraqi Engineers Association. Additional representatives from the Ministries of Industry, Labor and Social Affairs, Health, and Interior will be added. Council Responsibilities will include: Regulation and Legislation: Oversee all construction-related matters, serving as the main body for enacting laws and regulations in this field. This includes developing the Unified Iraqi Building Code, Project Management Guide, Standard Price Analysis Guide, and the Resident Engineer Guide for construction projects. Modern Techniques and Sustainability: Implement new technologies and modern methods in construction, ensuring sustainable development principles are applied. Standards and Codes: Develop and update Iraqi building codes and specifications, and enforce unified Arab codes in both the public and private sectors. Labor Organization: Regulate local and foreign labor to ensure social justice principles are maintained. The Ministry of Construction, Housing, Municipalities, and Public Works is tasked with preparing the organizational structure and internal regulations for the council. This structure should not conflict with the roles and authorities of existing government institutions. You will have seen that the Government have started consulting on substantial structural changes to the Vocational Education and Training system. This proposal has major implications for the future of your workforce, how people train, and attracting people into our sector. This will have long term consequences for our sector. This is a crucial opportunity for you and others in construction and infrastructure to heavily influence workplace training and career progression in construction and infrastructure for years to come. Waihanga Ara Rau aim to make it easy for you to tell the Government what you think and choose an option that’s best for you and your industry. They will achieve this by: 👉 Working with you and others across the construction and infrastructure industry to help develop a joint submission so we can present a united front with the Government. This is due 12 September. 👉 Encouraging individual responses from organisations and employers and supporting you with information and resources to help you do this.
