The residential sector in the EU needs to undergo decarbonization to reduce energy consumption and CO2 emissions. Currently, heating, cooling, lighting, and appliance use in buildings account for around 40% of the EU's energy consumption. To achieve the EU's climate and energy goals, the buildings sector must achieve net-zero emissions by 2050 through energy consumption reduction, improved energy efficiency, and the use of low or zero-carbon energy sources. However, progress towards these goals has been limited in many European countries. The WHY project has developed an enhanced modelling methodology to help energy planners and policymakers develop efficient and sustainable decarbonization policies for the European building stock by 2050, with a focus on addressing potential regressive impacts on low-income households. This Policy Brief presents key lessons from the WHY project to accelerate energy efficiency and decarbonization in the residential sector across new and existing homes in the EU.
