Today we celebrate the service and leadership of Lt. Gen. Scott Spellmon as he retires from military service and relinquishes his role as the U.S. Army’s 55th Chief of Engineers and commanding officer of the U.S. Army Corps of Engineers (USACE). During his tenure as Chief, Spellmon was a champion of innovation and sought to elevate the story of research and development in USACE and beyond. Under his leadership, investment in R&D quadrupled, and he took the lead in telling the story of R&D in several forums, including testifying before Congress 20 times about the importance of and need for more R&D.
