The enactment of the historic Jobs and Infrastructure Act was historic, but to implement new projects like expanding our nation passenger rail network or upgrading public transportation, we need to be paying attention to our capital budgets and both the federal and state level. For both mobility and climate reasons, we cannot continue with the "same old-same old" of budgets dominated by more highway capacity.

𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗳𝗼𝗰𝘂𝘀: Mega grants target large, complex projects, while INFRA grants support smaller but critical initiatives. 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝘁𝘆𝗽𝗲𝘀: Highways and bridges, with a smaller number of rail and port projects also receive funding. While we wait for the outcome of the infrastructure review, the Hunter should be well positioned for future investment under the criteria outlined in the Infrastructure Policy Statement. That’s because of our scale and strategic significance in delivering national priorities including defence, sovereign manufacturing, Net Zero and clean energy. And our role in the national freight network and global supply chains. Targeted investments building from existing infrastructure in the Hunter will deliver more returns, quicker and cheaper than most other regions and cities. The Committee has consistently advocated for the Commonwealth to invest in major, catalytic infrastructure and precincts that increase productivity and the capacity of the Hunter economy. That’s the right role and focus for federal funding in our region’s development. If all three levels of government would coordinate their investments, that would see nationally-significant infrastructure, community infrastructure and projects of state domain like health, education and sport work together in a joined up plan for the Hunter’s growth and transformation. The biggest recent development in American infrastructure is the Bipartisan Infrastructure Law (BIL), which President Biden signed into law in November 2021. The law provides $1.2 trillion for transportation, energy, and climate infrastructure. A whopping 68.3% of the funds go to #transportation projects.

Yesterday marked the first day of national Infrastructure Week. Each year United for Infrastructure, a project of The James Irvine Foundation grantee Accelerator for America, organizes this event to raise awareness of critical investments and showcase cross-sector efforts that ensure local communities benefit from infrastructure projects – projects that could lead to important gains for low-wage workers who, for too long, have not had equitable access to good jobs and careers. The timing of Infrastructure Week is particularly salient this year. Many of the projects made possible by the Bipartisan Infrastructure Law, Inflation Reduction Act, and other federal and state initiatives are beginning to break ground, while new investments are flowing to spur the green energy transition. This funding is critical for improving our roads, bridges, and energy systems and also gives us the opportunity to create quality jobs for low-wage workers, improve climate resilience, and generate equitable economic growth. In 2021, the Bipartisan Infrastructure Law initiated by President Biden allocated a substantial $1.2 trillion in federal funds with the intention of overhauling the United States' infrastructure. This significant investment aimed to promote climate-friendly infrastructure upgrades ranging from mass-transit systems to roads and bridges. However, recent analysis has revealed a trend contrary to green aspirations, with a majority of the funds being directed towards road and highway expansions. Transportation for America's review of approximately 57,000 projects indicates that $33 billion is being invested in projects that increase road capacity. This approach not only perpetuates a cycle of dependency on car-focused infrastructure but also signals a worrisome forecast for future emissions and pollution, particularly affecting Black and brown communities situated near highways. Alarmingly, if the current expenditure trend continues, it is estimated to result in an additional 178.5 million tonnes of CO2 emissions by 2040, equating to the operation of 48 coal-fired power plants for a year. This stark revelation underlines the pressing need for a shift in funding priorities towards sustainable and equitable transit options.
