The Digital Future is Powered by Data Centers - Can Malaysia Seize the Opportunity? ( English summary of my column ) As the world rapidly digitalizes and data becomes the new oil, data centers that store, process and distribute this precious resource are emerging as critical national assets. Malaysia has set its sights on becoming a data center hub for Southeast Asia - and rightly so! Our nation's strategic location at the intersection of undersea cable networks, business-friendly policies, multilingual talent and cost-competitiveness make it an attractive data center investment destination. Global tech giants like Microsoft, Amazon and Google have already announced major cloud regions here. But why should we double down on this opportunity? Because the potential economic windfall is massive! Data centers are capital and infrastructure-intensive projects. Bloomberg estimates over $100 billion will pour into ASEAN data centers this decade alone. Even securing a slice of that can catalyze job creation across construction, operations and allied sectors like telecoms and logistics. Furthermore, having ample data center capacity allows Malaysia to attract enterprises looking to base their IT/digital hubs here to serve the Asia-Pacific market. It unlocks new frontiers in areas like AI/high-performance computing that leading Malaysian companies like YTL are already exploring. However, realizing this data center dream needs concerted national strategies and robust enabling policies. Here's my view on the key imperatives: A clear national roadmap defining investment corridors, simplified regulations and lucrative incentive packages tailor-made for the data center industry. Competitive incentives like tax holidays, facilitated land deals and renewable energy pricing to make Malaysia an irresistible investment destination. Resilient infrastructure focus on energy/water security via dedicated utilities and renewable integration to ensure consistent service. Developing a solid talent pipeline for data center design, construction, operations and maintenance. The digital economic prize is massive, but so is the global competition to become a data center hub. By playing its cards right, Malaysia can secure first-mover advantages and reap the rewards for decades to come. Malaysia's booming data centre market is expected to expand beyond established hubs like Greater Kuala Lumpur and Johor. According to Kent Seet, Negeri Sembilan and Kedah are emerging as potential locations due to their ability to provide necessary resources and infrastructure. This suggests regions facing capacity constraints could see demand spill over to these new areas. Our report on Malaysian data centres also underlines the strong fundamentals driving this growth, including high social media penetration rates and increasing data usage across industries. The ideal location for a data center: Malaysia

Kent Seet made an excellent observation during his presentation. Each location may be positioned for very different target audiences and purposes. For example: 1. Johor: Benefits from the spillover from Singapore. We eagerly await the impact of the recently announced opening of 300 MW slots for data centers in Singapore. 2. Klang Valley: Caters to enterprise, services, financial sectors, and governmental users within the metropolis. Due to limited space and power infrastructure, only a handful of DCs can serve as regional data centers. 3. Penang: This is an emerging location. With the rise of the semiconductor and medical devices cluster in Penang, data centers will naturally cohabit there, especially after the launch of the Penang Internet Exchange. Additionally, Penang shares similar characteristics with Klang Valley, meaning data centers operating in Penang might be limited to serving existing industries and other localities. 4. Kedah: This is a different ballgame altogether. It may emerge as a successful data hub, thanks to its proximity to 11 Thai submarine cables and international telco poles at the border. Kedah via Delapan will also host its Internet Exchange, coded as D8-01. While it may not serve as a direct alternative to Singapore, it is well positioned to serve the Thai and Indochina eyeballs. Malaysia Becomes Southeast Asia's Data Center Hub Summary: Malaysia is positioning itself as a leading data center hub in Southeast Asia, driven by a strategic geographic advantage and substantial investment from global tech companies. Johor is emerging as a prime location due to its proximity to Singapore, with major data center projects from YTL Corporation Berhad (500 MW), Yondr Group (200 MW), and AirTrunk (150 MW), set to be operational between 2024 and 2025. Other significant developments are taking place in Cyberjaya, Kuala Lumpur, and Kedah, with contributions from key players like EdgeConneX, Microsoft, and Vantage DC, which is building a 256 MW facility expected to come online by 4Q25. In total, Malaysia has over 1 GW of data center capacity currently under construction and an additional 3 GW in various stages of development. This growth is facilitated by strong governmental support, including efforts to improve the water supply and energy infrastructure, addressing the operational needs of these data centers. The rapid increase in demand, driven by AI workloads and cloud computing, has encouraged modular and flexible data center designs, ensuring scalability and adaptability. With Malaysia’s strategic importance in the regional digital ecosystem and its supportive regulatory framework, the country is becoming a key destination for both AI-driven infrastructure and traditional cloud computing services, despite concerns over potential oversupply. Singtel's Digital InfraCo unit and TM have commenced construction on a new data centre campus in Iskandar Puteri, Johor, just 16 kilometers from Singapore. This groundbreaking event follows the recent announcement of a joint venture aimed at developing data centres in Malaysia and enhancing Johor's status as a digital hub. The upcoming data centre, scheduled to begin operations in 2026, will be a cloud-enabled Tier 3 facility designed to accommodate high-density AI workloads with advanced liquid cooling systems. It will adhere to Leadership in Energy and Environmental Design (LEED) standards, featuring energy and water-efficient technologies to optimize resource use. GDS SUMMIT SHOWCASES DATA CENTRE SUPPLY CHAIN ECOSYSTEM, FURTHER STRENGTHENING MALAYSIA’S DIGITAL INFRASTRUCTURE GDS International, a leading developer and operator of high-performance data centres, with MIDA as the strategic partner has successfully hosted the Data Centre Supply Chain Ecosystem Summit in Johor. The event gathered over 400 attendees across the data centre supply chain, as well as industry leaders and key government agencies, showcasing the latest technology trends, reaffirming Malaysia’s position as a key player in the global digital economy. The summit featured the exchange of a significant Memorandum of Understanding (MOU) between GDS and SIRIM to improve quality and standards in the data centre industry. Additionally, GDS also exchanged MOUs with global suppliers, further strengthening Malaysia's data centre supply chain. Have you ever wondered about the challenges of the data center business in Malaysia ? One of the key issues that the Malaysia government and stakeholders should consider is whether front engineering work is being awarded to local consultancy and engineering companies, or if Malaysian companies are merely becoming subcontractors to foreign main engineering firms like Singapore. This raises concerns about the extent to which local talent and expertise are being utilized in the development of data center projects. Furthermore, there is a question of whether data center owners or investors are simply taking advantage of Malaysia's incentives, such as cheaper space, subsidized electricity, and water, without truly contributing to the local economy. It is important to ensure that foreign investments in data centers are not only benefiting the investors but also creating opportunities and growth for Malaysian businesses and workers. If high-end engineering projects are consistently being awarded to foreign countries companies before coming to Malaysia, it raises concerns about the extent to which Malaysia is truly benefiting from the growth of the data center industry.
