ICBA and other groups expressed united opposition to efforts by Sens. Roger Marshall (R-Kan.) and Richard Durbin (D-Ill.) to attach their ICBA-opposed credit card routing bill to a must-pass appropriations bill. State of Play: Marshall last week pledged to hold up consideration of government funding legislation focused on military construction and veterans affairs if Senate leaders don’t commit to holding a vote on the lawmakers’ Credit Card Competition Act (S. 1838/H.R. 3881). The bill would allow merchants to process credit card transactions based solely on which network offers the lowest cost for them #HandsOffMyRewards This will make big retailers even wealthier at the expense of #MainStreet We must oppose these bills.

REEDMAN’S SAVINGS AND TRUST COMPANYEstablished in 1865 • Mission: The Freedman’s Bank was created to assist newly freed African Americans in their transition to civil freedom. One of its primary purposes was to help African Americans save their earnings. • Notable Leadership: Frederick Douglass, a renowned abolitionist and statesman, became the bank’s president in 1874. He even invested $10,000 of his own money in an attempt to make the bank solvent. • Closure: Unfortunately, the bank faced numerous challenges, including fraud by some of its white managers and economic factors beyond its control. It closed in June 1874, causing a significant loss for many depositors. • Impact: The bank’s closure was a setback for many African Americans who hoped to participate in the broader U.S. economy. It serves as a reminder of the challenges faced by newly emancipated individuals in post-Civil War America.

But, H.J.Res.66 and S.J.Res.32, introduced by Rep. Williams and Sen. John Kennedy, respectively, would nullify this rule.
