Definitely an ally in seeing this come to pass. A lot of these resources are great, issue has been the cost of buying in or not qualifying for a certain cof group to fully take advantage of them. Consolidation and equatiable distribution amongst the services would create a more baselined cyber O/D skillset. Then who knows based on future assessments maybe the disparate capabilities fully sit under one roof.

The Cyber force generation mission must be managed by a separate staff and process -- apart from the force employment mission. To date, USCYBERCOM has endeavored to manage both under the same organization, with force generation shortfalls due to the staff focus on global operations missions. USSOCOM has effectively bifurcated its force generation and force employment missions, but there are distinct differences among the Services' ability to support USCYBERCOM vs. USSOCOM, so there are strong arguments to be made for a Cyber Service.
