An overwhelming majority of students answered the question about making a difference in their community with a negative response, which our Board Member, high school civics and history teacher Patrick Kelly found alarming. “It doesn't bode well for democratic governance or for community health if less than 50% of the population feels they can make a difference. Over the last five years, we’ve seen bipartisan progress in enacting community supervision reforms that focus on enhancing rehabilitation and reducing barriers to success. It's much harder, though not impossible, to change the trajectory of someone's life when they're intertwined in the criminal legal system at age 30, 40, or 70. However, diversion options for youth present a unique opportunity for intervention. I hope that some part of this report invites people to think differently about youth justice and consider these alternatives more seriously. Link here! https://lnkd.in/e9CtJYkA This landscape analysis provides a broad overview of Oklahoma's youth justice system, examining the process from initial contact through case resolution. The report: • Analyzes extensive data from Oklahoma's Office of Juvenile Affairs • Presents a descriptive analysis of system involvement at each stage • Incorporates youth voices to contextualize the data • Examines disparities through Relative Rate Index (RRI) calculations I see this report primarily as an information resource. Key areas of focus include alternatives to incarceration, geographic disparities in access to youth services, systemic racism, and other underlying social factors that influence system involvement. While our recommendations propose legislative changes, we have also identified various points where individuals have the discretion to divert a child from court. This diversion can prevent youth from following a challenging path that often leads to involvement in the adult criminal legal system. Important considerations about our methodology: • RRI calculations show disparities but don't explain their causes • The analysis cannot predict future trends or outcomes • No formal statistical analysis was conducted though this could be an interesting opportunity for future research This work wouldn't have been possible without the support of the Public Welfare Foundation and the dedication of my team members at Oklahoma Policy Institute, especially our Research and Communications teams. A new report from OK Policy's Jill Mencke and Polina Rozhkova — “Reimagining Youth Justice in Oklahoma” — provides an overview of Oklahoma’s youth justice system, detailing the environment that youth in Oklahoma face, synthesizing data and reporting findings on the state of the youth justice system today, and offering recommendations for reform to create impactful and transformative change for youth. Oklahoma also needs to create investment opportunities to embrace new strategies and practices, like restorative justice and community violence intervention, to truly transform the legal system for youth who experience harm from it.
