We are ready to share the experience we have accumulated over recent years with our Venezuelan friends." Gil, in a post on social media platform X, said it was a successful meeting: "We have agreed to further strengthen bilateral relations between our countries, establishing new mechanisms and avenues for cooperation, especially in the tourism, cultural and economic fields." Russia will assist Burundi in developing nuclear energy — ambassador Valery Mikhailov noted that for Russia and Burundi the second Russia-Africa summit was very productive NAIROBI/ Russia and Burundi are successfully developing cooperation on peaceful nuclear energy, in particular, in particular on improving the nuclear energy infrastructure in that African country, Russia’s ambassador to Burundi Valery Mikhailov told TASS. "Russia and Burundi signed an agreement on cooperation on peaceful nuclear energy, which will allow us to begin the practical implementation of specific cooperation projects in a wide range of areas. This assistance consists of creating and improving the energy infrastructure of Burundi, legal regulation in the field of nuclear and radiation safety, production of radioisotopes and their applications in industry, medicine and agriculture. That’s an extremely important agreement to solve the problem of electricity shortages in the future," the ambassador noted. He added that for Russia and Burundi the second Russia-Africa summit was very productive. "Important agreements on energy, healthcare, education, labor and employment, and justice have been signed," the diplomat said. Mikhailov recalled that after the summit, the Defense Minister of Burundi Alain Tribert Mutabazi also visited Russia to strengthen cooperation in the military-technical sector and in September Public Service minister Deo Rusengwamihigo visited Sochi. During his visit, a roadmap was signed for the development of cooperation as part of the memorandum, which was previously signed on the sidelines of the summit. #business #finance #financialservices

I am glad to share my latest article, entitled ‘Making Sense of European Disunity on Nuclear Weapon Questions’ in the European Foreign Affairs Review. Abstract: The world is entering an era of nuclear disorder. Therefore, this article aims to examine the European engagement with nuclear weapon questions at the beginning of this disorder. The research questions are: in what ways does Europe engage with nuclear issues? And how to make sense of the divergence and ambivalent stances among European states on nuclear weapons? The review identified engagement regarding non-proliferation and divergence on disarmament at the EU level, but mostly disengagement with nuclear deterrence questions outside of the North Atlantic Treaty Organization (NATO), apart from short-lived discussions on the so-called ‘Eurodeterrent’. Regarding the former observation, it becomes increasingly hard to forge common positions on nuclear non-proliferation and disarmament within an EU context. The latter observation is exemplified by recurring but ephemeral debates on a European nuclear deterrent. To understand the divergence and ambivalent stances, several factors are of importance, varying from the primacy of national interest to geography. Consequently, while the world is entering an era of nuclear disorder, Europeans should start a strategic dialogue on the necessity of nuclear weapons without undermining transatlantic relations. The Future of Nuclear Proliferation After Ukraine CISAC Stanford 15 Mar 2024 Speaker: Nicholas L. Miller In the last few years, a number of analysts have warned that we may be on the brink of a more proliferated world, as the security environment deteriorates, concerns about U.S. reliability as a protector are on the rise, hostility between the great powers grows, and the Nonproliferation Treaty (NPT) seems to be under increasing stress. These fears were supercharged by the Russian invasion of Ukraine in 2022, which appeared to demonstrate that nuclear weapons can facilitate conquest and that giving them up—as Ukraine did in the early 1990s—exposes states to terrible predation. How worried should we be about the nuclear club expanding in the coming decade? Drawing on lessons from nuclear history, I argue that while proliferation risks are growing, they are significantly more manageable than many analysts suggest. And while the odds of proliferation are increasing in both East Asia and the Middle East, we should be significantly more concerned about the latter.

The Soviet Union's 1991 collapse left nearly 30,000 nuclear weapons in four new states: Belarus, Kazakhstan, Russia, and Ukraine. Of those, Belarus and Kazakhstan soon renounced their claims, but #Ukraine posed a more complex case. It was only in 1994 that Ukraine joined the #NPT as a non-nuclear state and transferred its #warheads to Russia. 📖 "Inheriting the Bomb" explores this complex denuclearization process. US allies and partners in the region – Australia, Indonesia, Japan, South Korea, and Taiwan – have seen a surge in "nuclear anxiety" in their citizens. To understand how this sense of nuclear anxiety informs and drives US foreign policy in the region, Lauren Sukin and Woohyeok Seo analyse the results of an original survey conducted in June 2023, which looked at public perceptions of regional nuclear threats and explored how citizens seek reassurance in this threat environment. Based on the results of the survey, Sukin and Seo determine that both abandonment and entrapment concerns shape public preferences, and US policy responses to nuclear anxiety should take both kinds of pressures into account. Reflecting on Past Choices: Should Ukraine Have Been Disarmed? As we witness the ongoing conflict between #Russia & #Ukraine, it’s worth pondering the decisions made three decades ago. University of Chicago’s John Mearsheimer’s 1993 "Case for a Ukrainian Nuclear Deterrent" foresaw the possibility of such a conflict & highlighted the strategic importance of Ukraine’s #nuclear arsenal. Now, with hindsight, was it a mistake for the West to disarm Ukraine of its #nuclear #WMD? Mearsheimer’s foresight seems uncanny in light of current events. Let’s also consider #Kazakhstan’s decision in 1994 to relinquish its #nuclearweapons to Russia. How does this decision resonate with the current situation? I’m curious to hear your thoughts. Do you believe disarming Ukraine and Kazakhstan of their nuclear capabilities was a misstep? And if so, what lessons can we learn from this for the future?
