This is a really interesting debate on whether your should ask a job seeking candidate what they are currently earning.
My thoughts from a recruiter standpoint.
We shouldn't make it compulsory for the candidate to provide this info, I agree.
However, I do ask candidates in most scenarios, mainly because I want to advise and help them know their worth. I will sometimes highlight the fact I think your are underpaid (often without them knowing), or suggest I think they could be over paid. I believe I can advise and add value by asking in certain circumstances.
There are also scenarios where candidates will want to justify their salary expectations, with their current earnings, knowing they are possibly being overpaid and would like to maintain the same level of salary.
This debate is not black and white in my opinion - interesting discussion.

It’s irrelevant.
I’d love to know ONE good reason why an employer needs to know someone’s current salary before offering them the job. Besides trying to pay them as little as they can.

measurability: can you directly correlate your differential output to outcomes?

Let's talk about this for a second, in it's true form this means high pay for high quality or high impact employees (of course bearing in mind factors like education, experience, soft skill, cost of living, etc)
Unfortunately this has ceased being the case in most situations. The minute you see such a close within a job ad it literally stands out as a read flag, it's as though organisations have made it code for 'low pay'. It's simply telling the candidate that we expect your A-game and quality but we can't meet your salary demands and it's futile bargaining with us cause there's a lot more skilled labour out there willing to work for a lot less than we are offering.
Bring back the true meaning of competitive salary and pay people what they are worth.
