When it comes to answering the question "What do you do?" It gets complicated*! In a week I could be coaching a client to excel on the stage. Helping someone get over their fear of networking and that elevator pitch. Training business owners on no cost marketing. Networking via my confidential mastermind group and sharing leads that lead to hundreds of thousands of pounds of new business. I could be helping someone set up a blog or write their first book and get a publisher to take them seriously. I could be working with a really stressed out team who have stupid deadlines right now and are working silly hours, so they work less and get more done with less stress. I could be talking about overwhelm or I could be talking about how to be confident. Or I could be email coaching on one of my 14 courses. So, what do I do? *To say it's an honour to work with Julia is an understatement. Her dedication to her customers, mission and business are unparalleled. The Indiana Family and Social Services Administration (FSSA) has an overall problem that exists within many of its bureaus and departments where the total sum of all promised maximum budgets for programs for individuals with disabilities is far greater than the allocated amount given towards those specific programs by the Budget Committee. Part of the disappointment is that programs through the Indiana Family and Social Services Administration (FSSA), such as the Family Support Waiver (FSW) and Community Integration and Habilitation Waiver (CIHW), overpromise and then undeliver: 32,000+ individuals with disabilities are each promised a given annual budget for home and community-based services (HCBS). If you add all of those budgets together, that sum is HUNDREDS OF MILLIONS more than what the Budget Committee allocates (plus federal matching funds) for those programs. The bureaus and departments overseeing the programs know this, so they attempt to reduce expenditures through regulation, for which they have statuatory authority to alter. Regulations, such as conditions on who can and cannot be a paid caregiver, results in service disparities, despite provider workforce shortages already being prominent. My prediction is that unless there is new legislation passed requiring that Indiana Family and Social Services Administration DO NOT promise program receipients more money than what the Budget Committee allocates (plus federal matching funds) towards a program, then more programs will have the same debacle as the Attendent Care Program. Additionally, any surpluses from Budget Committee allocations to these programs must be reallocated to the same specific program the following year; i.e. the money rolls over. Let’s get ahead of this Office of Indiana Lt. Governor Suzanne Crouch! I support your call for an independent audit. However, I have solutions then and NOW. My team has filed and received non-Access for Public Records Act (non-APRA) requests. Last year, we worked diligently to help the Office of Medicaid Policy and Planning (OMPP), although the office had dozens of position vacancies, during reimbursement rate determinations for Bureau of Disability Services (BDS) programs. They did not follow proper methodology that would ensure the correct amount is articulated and requested to the Budget Committee. Nor did they recognize a problem with telling program recipients they each can spend X amount of dollars when the total of those dollars does not exist. This is going to happen again!
