ADVOCACY IN A CHANGING SPACE. The space for civil society can shrink as regulatory control expands, impacting the formation, operation, and level of participation and self-organization of civil society organizations (CSOs). These regulations can influence the scope and existence of NGOs, which have evolved to serve various roles: as service providers, expressions of civic engagement, financial intermediaries, and social innovators. Additionally, shifts in the balance of power between the government and civil society can distort the relationship model. Economic theory offers a triangular framework for these relationships: complementarity, substitution, and adversity. RAN is organizing sessions to explore the development of a functional model for civil society-government-private sector interactions.
