Today, national security threats have a broadened scope to include techno-economic competitiveness and other non-traditional military threats. As a result, the current operational environment for the IC is instead defined by the rapid development of tools, such as artificial intelligence (AI), and the private sector’s dominance in driving these technological advancements. Therefore, technological change must now be the major catalyst of transformation in the IC’s focus, methods, and culture.

An absolute honour and privilege to be selected and to contribute to this important report. The Artificial Intelligence (AI) Action Summit, scheduled for February 10 and 11, 2025, at the Grand Palais in Paris, is poised to be a significant international event. It will convene Heads of State and Government, leaders of international organizations, CEOs from both small and large companies, representatives from academia, non-governmental organizations, artists, and members of civil society. The diverse and high-profile nature of the participants suggests a large-scale gathering. The summit aims to be as inclusive as possible, with broad representation across countries and sectors. The event will guide discussions on how AI can drive beneficial social, economic, and environmental outcomes in the public interest. Notably, Indian Prime Minister Narendra Modi has confirmed his attendance, highlighting the summit’s global significance. Given the prominence of the venue, the Grand Palais, and the high-profile attendees, the summit is expected to be a major event in the field of artificial intelligence.

Earlier this week, at the ADMM Cybersecurity and Information Centre of Excellence 2nd ASEAN Roundtable, on the sidelines of the Digital Defence Symposium, I shared Singapore's perspectives on AI threats and challenges in the cyber and information domains. Many other ASEAN Member States also pointed out the impact of AI changing the calculus of defence planning. While AI continues to bring about transformative benefits for militaries, threat actors are also able to exploit the same technologies to bolster their attack capabilities. The 3rd Annual Progress Report at the UN OEWG on cybersecurity noted, for the first time, that AI poses risks in cyberspace, increasing the volume and impact of malicious cyber activities. During armed conflicts, adversaries could deploy AI-enhanced tools to dramatically escalate the speed and scale of their operations, intensifying the impact and increasing the potential for widespread and/or indiscriminate destruction. Deep fakes, algorithmically-curated propaganda and automated dissemination of disinformation may distort the ground truth, alter public support for military action and disrupt diplomatic relations. Such techniques make the informational battlespace challenging to navigate, as distinguishing between truth and manipulation becomes almost insurmountable. That's why in the recent years, Singapore had published the Model AI Governance Framework for Generative AI, established national guidelines on responsible AI in the military, and introduced Digital Defence as the sixth pillar of Total Defence. These steps will help mitigate risks and ensure a secure digital future, balancing the transformative potential of AI with the imperative to safeguard against its misuse.

In this latest challenge Innovate UK is supporting HMGCC Co-Creation in evaluating the readiness of the technologies, their capabilities and integration needs. Solution providers can apply for funding to: - Undertake paper-based landscape mapping to evaluate the market maturity of AI or other novel technologies that have the capacity to penetration test secure IT environments. - Provide a test environment and to subsequently undertake practical testing to evaluate the feasibility of AI or other novel technologies that have the capacity to penetration test secure IT environments. This challenge is open to sole innovators, industry, academic and research organisations of all types and sizes, including those not traditionally associated with the defence and security sector. There is no requirement for security clearances. Selected solution providers will have the opportunity to pitch their concepts to HMGCC Co-Creation. The challenge closes on 21 November 2024. Sharing an article highlighting recent comments from the Chief Digital and Artificial Intelligence Office (CDAO) highlighting the importance of secure data sharing in realizing the full benefits of AI for defense applications. In this article, Jinyoung Englund, chief strategy officer for algorithmic warfare at CDAO discusses the importance of "sharing quality and secure data amongst DOD, allies and partners plays in order to combat adversaries in the AI battle." If CDAO is successful in championing this initiative, industry will need to respond by incorporating more comprehensive data strategies into all proposals.
