This post discusses the challenges in the construction of transmission lines for the power grid, as highlighted by a NERC official. Mark Lauby, NERC’s Senior Vice President and Chief Engineer, expressed concerns about incumbents, such as utilities, who benefit from congestion and therefore resist the building of new transmission lines. Transmission challenges are exacerbated by market dynamics and the self-interest of certain power generators. Markets often resist competition, complicating the integration of renewable energy sources like solar power. Congestion in the power grid can be profitable for local generators, creating a disincentive for infrastructure development.
“Officials with the North American Electric Reliability Corporation (NERC) which is responsible for setting reliability standards for the bulk power grid, have lamented the role of incumbents in blocking transmission construction. Mark Lauby NERC’s Senior Vice President and Chief Engineer, while speaking on a conference panel that was published by the Public Power Underground podcast in late 2023, said some generators, like utilities, gain from congestion and want problems in the system to remain. Lauby told attendees, “How do I get a line through multiple markets when markets themselves don’t want to compete with other markets. So we have some substantial challenges within markets within generators that are trying to stop the building of transmission. It’s not just permitting but it’s also those folks that feel that they actually get gain out of congestion, out of having that stinking solar stuff way a ways away so they can make more money locally.”

Today the Federal Energy Regulatory Commission finalized Order No. 1920, a historic rule on electric transmission planning and cost allocation. This rule will dramatically accelerate the construction of long-distance, regional transmission lines. The rule requires transmission providers to conduct regional planning on a sufficiently long-term, forward-looking basis, evaluate a minimum set of economic and reliability benefits, and consider a suite of advanced transmission technologies, including advanced or high-performance conductors. The regional transmission planning and cost allocation and interstate electric transmission permitting rules finalized Monday by the Federal Energy Regulatory Commission represent major improvements to the planning and siting processes for transmission projects essential for economic development across the United States and a win for all energy customers! Economic growth requires expanded and upgraded transmission. The current state of transmission planning in the U.S. is ineffective and not cost-efficient, with those additional costs being passed onto energy consumers. These rules ensure more proactive, longer-term transmission planning that can optimize the most cost-efficient transmission projects with the greatest economic and reliability benefits to consumers. Exciting updates today at the Federal Energy Regulatory Commission's monthly open meeting! ⚡ On the much-anticipated generator interconnection front: · FERC addressed rehearing and clarification requests, clarifying the roles of transmission providers and interconnection customers. Order No. 2023-A also addresses topics ranging from public interconnection information, withdrawal and study delay penalties, to alternative transmission technologies · FERC also extended the deadline for transmission providers to submit their compliance filings until 30 days after publication of Order No. 2023-A in the Federal Register. · FERC further acted on Order No. 2023 compliance filings by Duke Energy Florida, LLC, Duke Energy Carolinas, LLC, and Duke Energy Progress, LLC; Arizona Public Service Company; and Idaho Power Company, finding that these filings partially comply with Order No. 2023 but directs each entity to submit a further compliance filing. Today, the Federal Energy Regulatory Commission finalized its regional planning and cost allocation rule, which was under consideration for nearly two years. Americans for a Clean Energy Grid (ACEG) Executive Director Christina Hayes issued the following statement: "Americans for a Clean Energy Grid applauds the Federal Energy Regulatory Commission for finalizing a strong and comprehensive regional planning and cost allocation rule. Today’s rule will help ensure that transmission is planned in a proactive and comprehensive way that accounts for the economic and reliability benefits of a well-connected grid. This is key step in the long journey to developing a modern grid, and will have major impacts on lowering customers’ costs, driving economic development, and bolstering grid reliability. “Now, it’s time to implement this rule.
