The story about how Bradley Balzan was shot and killed in his own backyard by plainclothes police after an encounter where he was identified as suspicious simply for wearing a hoodie is horrifying. In this episode of Background Briefing, "Stop and Search 3 - The numbers Game," Paul Farrell goes into the forensic detail of proactive policing and especially how policing efforts and resources are driven by particular sets of statistics. I was intrigued by this especially because as a young lawyer decades ago I worked for the Royal Commission into the NSW Police Service, with a focus on training, management and oversight. Importantly as a person who has worked as a senior public servant, in management, and in regulation, it was a stark reminder of how absolutely important it is that KPIs and targets are truly tied to organisational goals. They must not become false gods in their own right and must be revisited and reassessed to ensure that they are doing their job. We must also keep in mind important intangibles that are difficult to measure. Yesterday I visted the The Royal Society in London to attend a conference organised by the Society of Evidence Based Policing (SEBP) on ‘Fighting Crime with Legitimacy and Procedual Justice’. What an excellent event! Incredibly insightful talks presented from a range of experts in the field! Alex Murray Lawrence Sherman Alexis Piquero tom tyler Gary LaFree Justice Tankebe Peter Neyroud and others! A wealth of knowledge and innovative research shared that will inform my role. “Seen from the vantage point of the present, the future appears uncertain…At the present moment we cannot know how they [future events, even in the moment] will turn out. But we can know that we ourselves or other observers will in a future present know what the situation is, and will then judge differently from the way we do now- although differences in judgement among us might arise…and in addition…what can occur in the future also depends on decisions made at the present(Luhmann, 2008, p. 16).” The only way to know if a future decision affecting an event was the right decision is to look back in hindsight. Even then disagreement can be had over how the decision should have been made. But are those using hindsight going through the same tunnel of decision making as those encountering the event with the future uncertain? Nope. Link to a "letter to the editor" that I submitted and to which they heretofore have not responded to. Sadly, based on "the politics of force," this officer has been terminated. They claim it is not for this shooting but rather other incidents. One of which was a couple of years ago and was reviewed by the then chief of police. New social/progressive mayor, new acting chief vying for position, and they poured over other incidents to find a reason to appease the politicians and activists and terminate his employment. https://lnkd.in/dnxk5Ck7
