The Middle East allarm bell is on for a year since Oct 7, and getting loader. The EU is awaken but is still in bed. When you need unanimity, it's hard to get out of bed, as the EU did when Russia attacked Ukraine in 2022. When there is no need for unanimous decision making, for example under the realm of DG NEAR, steps such as conditionality addressed to the PA (conditioning funding in return for reforms) can take place. Such conditionality has the *potential* to grant the EU real leverage in the Gaza war, turning its role as a payer (or mere "wallet") to become a player that Israel would have to take into consideration.
