His message was conveyed by Deputy Commissioner Lu Pengqi, who emphasized the importance of the collaboration between CNIPA and the Eurasian Patent Office (EAPO). Shen Changyu underscored the value of the EAPO and the IP authorities of its member states as essential partners for the CNIPA. He noted the extensive and practical cooperation developed in the IP field, particularly through the Belt and Road Initiative. He also expressed China’s eagerness to strengthen its collaboration with Eurasian partners, sharing developmental opportunities to foster mutual benefits and achieve joint advancements to benefit innovators and IP users from both sides. EAPO President Grigory Ivliev provided an overview of the latest developments in the Eurasian IP system during the conference. He expressed a willingness to continue enhancing IP dialogue with China, deepen multilateral and bilateral cooperation, and promote technological innovation and economic and trade exchanges between the two regions. The conference attracted representatives from IP authorities and industries in China and various Eurasian countries, fostering a platform for dialogue and collaboration in intellectual property. On September 11-13, 2024, China will host the 3rd High-Level Conference on Intellectual Property for the Belt and Road initiative countries in Beijing. 📌 The 𝗘𝘂𝗿𝗮𝘀𝗶𝗮𝗻 𝗣𝗮𝘁𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲 (EAPO) is considering introducing a regional Unified Eurasian 𝗧𝗿𝗮𝗱𝗲𝗺𝗮𝗿𝗸 and a regional 𝗨𝘁𝗶𝗹𝗶𝘁𝘆 𝗠𝗼𝗱𝗲𝗹 for Eurasia, so as to boost exports and economic integration and cooperation within the Eurasian region. This was announced on 26 of June 2024 at a session of the St. Petersburg International Legal Forum by Grigory Ivliev, President of the EAPO. The President pointed out that recent challenges for the entrepreneurs, such as unilateral measures and restructuring of business activities, have underscored the value of Eurasian economic integration. Expanding the Eurasian patent system and introducing new regional IP forms, such as trademarks and utility models, are essential for providing entrepreneurs with the necessary tools to operate in the Eurasian region. Introducing new IP forms for Eurasia is anticipated against such a background that the total volume of utility model patents in force in the world increased by more than 16% and reached more than 11 million in 2022. Session attendees, including heads of national patent offices in the Eurasian region, attorneys and academics, supported the introduction of new regional IP forms. They underlined the importance of overcoming territorial limitations to enhance the free movement of goods and services. Speakers emphasized the benefits of a unified system for trademarks and utility models in facilitating market access and boosting trade. Overall, the participants agreed that the demand from businesses for new regional IP forms is high, and that integrating IP laws in the Eurasian space could stabilize and promote economic growth in the region for mutual benefit. 📌 More than a year has passed since the adoption of the Development Program of the Eurasian Patent Organization (EAPO) for 2023-2028. This document aims to improve the patent system and strengthen integration in intellectual property across the Eurasian region. The program sets forth several key priorities: ✔      Elevating the quality of services and products by enhancing the quality management system and broadening the scope of user feedback. ✔      Establishing a unified Eurasian information and examination space to streamline approaches and boost efficiency. ✔      Implementing digital transformations to enhance accessibility, lower costs, and heighten efficiency. ✔       Expanding protection to include trademarks and utility models, alongside inventions and industrial designs. ✔      Amplifying the EAPO's regional and international stature through partnerships with national offices and global organizations. ✔     Creating a cohesive Eurasian dispute resolution framework for addressing patent disputes and infringements. ✔      Enlarging the Eurasian Pharmaceutical Register to potentially include national patents and grant it official recognition. ✔     Augmenting educational collaborations with technoparks to develop intellectual property expertise. Overall the program underscores the EAPO's commitment to modernizing its IT infrastructure, enhancing examination quality, and expanding services to meet the evolving needs of its users. On January 18, 2024, China's National Intellectual Property Administration (CNIPA) released the "Development Report on Building a Powerful Country on Intellectual Property Rights (2023)." The report highlights significant achievements, including: • A notable increase in high-value invention patents, with figures reaching an impressive 9.4 per 10,000 people at the end of 2022.
