"One Nation, One Election"

"One Nation, One Election"

The possibility of simultaneous nationwide polls, will be examined by a new committee headed by ex President Ram Nath Kovind.

Idea behind ONOE :

It Aims to synchronies elections for the Lok Sabha and all the state assemblies.

The idea is to hold these elections simultaneously , either on a single day or within a specific time frame.

Legal Scenarios :

Constitutional Amendment requires for "One Nation, One Election" policy :

  1. Article 83(2): Term of Lok Sabha should not exceed five years but it may be dissolved sooner.
  2. Article 85(2)(b): A dissolution ends the very life of the existing House and a new House is constituted after general elections.
  3. Article 174(1): A state assembly, unless sooner dissolved, shall continue for five years.
  4. Article 174(2)(b): Power of Governor to dissolve the assembly on the aid and advice of the cabinet and He can apply his mind when the advice comes from a Chief Minister whose majority is in doubt.
  5. Article 356: Imposition of President's Rule in states.

Pros :

  • It will reduce the cost of conducting elections.
  • It will distribute the burden on administrative and security forces.
  • With this the government can focus more on governance, rather being on elections, which obviously hampers policy implementation.

It will increase voter turnout (the number or percentage of eligible voters who cast their ballots)

Cons:

  • It would require constitutional amendments and will lead to go through other legal frameworks.
  • It would need to be taken to state assemblies.
  • It might overshadow regional issues under National issues

Majorly, the agreement between the parties is a significant hurdle as opposition parties have opposed to ONOE.
