I've been wanting flying boots for awhile now, and this weekend I finally cracked the code on custom animations so was able to make this a reality.
These boots provide flying pretty close to 5e RAW with a little adjustment for bg3. For context:
Winged Boots
Wondrous item, uncommon (requires attunement)
While you wear these boots, you have a flying speed equal to your walking speed. You can use the boots to fly for up to 4 hours, all at once or in several shorter flights, each one using a minimum of 1 minute from the duration. If you are flying when the duration expires, you descend at a rate of 30 feet per round until you land.
The boots regain 2 hours of flying capability for every 12 hours they aren't in use.
In implementation: I opted (at least for now) to give the boots 24 "charges". These charges are used when you toggle the passive on, which gives the flying ability for 1 minute at a time. This essentially turns out to be 240 turns or 24 minutes, which is not 4 hours, but in BG3 context it felt pretty balanced as a starting point. Based on feedback I may increase or change how this works.
I also added Floating and Floating While Moving: what these do is essentially let you move across dangerous surfaces without being damaged (think mindflayer floating). you can still be snared and slip and such but surfaces are a lot less dangerous.
Speaking of Mindflayers, I was able to add the floating animation of the Mindflayer while the boots are equipped. This effect is toggleable in the passives panel if you are allergic to fun and want to turn it off.
You can find the boots in the chest near the bard in the Druid's Grove. You can also purchase the boots from Mattis in act 2 at the Last Light Inn, and in Act 3 in Rivington.
