Enables NPCs of different levels, strengths, and classes to have different dodging abilities——slightly more complex Simple Npc Dodge

Specifically, I've added 3 dodging perks, so now we have a total of 4 different dodging perks:
1、Normal dodge:all NPCs above level 10 can obtain this ability(perk), they have a 30% chance of dodging power attack. 15% chance of dodging normal attack. The CD is 12 seconds after each dodge.
This dodging ability is moderate, and when you fight with them, there is a medium chance that they will dodge your attacks, adding a bit of difficulty to the fight.
2、Noob dodge:Low-level NPCs can obtain this ability, they have a 10% chance of dodging power attack. 5% chance of dodging normal attack. The CD is 20 seconds after each dodge.
This dodging ability is for the lower level "regular enemies" who have a low probability of dodging your attack and will only dodge once in a very long time. This ability adds little to the challenge, and is only meant to add a touch of fun to the fight.
3、Boss dodge:Only high level、Boss-enemies can gain this ability. They have a 40% chance of dodging power attack. 20% chance of dodging normal attack. The CD is 6 seconds after each dodge.
Dodging CD is short and has a high probability of dodging, which definitely adds to the difficulty for players who rely on a single power attack to deal with the BOSS.
4、Assassin dodge: Assassins, thieves, and NPCs with high sneak level have access to this ability. They have a 25% chance of dodging power attack. 15% chance of dodging normal attack. The CD is 1 seconds after each dodge.
This is the most powerful dodging ability overall, as it has almost no CD! The fight will become very difficult if you use slow power attacks against these enemies. The good thing is that most of these enemies have low HP and are more likely to be staggered. They can be defeated by staggering them with successive attacks.
All of the above abilities are distributed to NPCs by SPID and are prioritized as Assassin dodge > Boss dodge > Noob dodge > Normal dodge.
If you're not satisfied with my adjustment, you're free to adjust the dodge probability and CD by using SSE EDIT.
