For Capital Whiterun Expansion, I won't make a patch because I don't particularly like it and don't use it. If you wanted to make patches for it and any other conflicting mods you can. ;)
It really depends on your PC and whether or not you have tons of mods in this town. Personally I have a PC whose oldest components are 3 years old I have no FPS loss in the city except at the top of the castle steps, 1 FPS less with this mod. in comparison JK's Skyrim makes me lose 13 FPS there.
