The Zambia Revenue Authority and the 17 certified Smart Invoice vendors held a stakeholders meeting today. The discussions made it apparent that both ZRA and the vendors are ready to integrate taxpayers with Smart Invoice. ZRA Commissioner Domestic Taxes Joseph Nond, who was joined by key ZRA staff held a successful meeting with the vendors.

ZRA PENS MoU WITH OFFICE OF THE PUBLIC PROTECTOR The Zambia Revenue Authority (ZRA) has partnered with the Office of the Public Protector Zambia (OPPZ) to promote integrity, accountability and transparency in the public service. The two institutions have signed a Memorandum of Understanding (MoU) to foster cooperation that will focus on collaboration in curbing maladministration and tax offences. The Office of the Public Protector Zambia is a parliamentary Ombudsman institution mandated to redress grievances of maladministration in the public sector. ZRA Commissioner General, Dingani Banda, underscored the importance of the MOU, noting that the partnership with OPPZ is an important platform for addressing taxpayer complaints and grievances, thereby contributing to promoting voluntary tax compliance through an all-inclusive and efficient service delivery. “Through such a relationship, we aim to make OPPZ our number one Ambassador in bringing to fore, all forms of tax evasion schemes and in influencing voluntary tax compliance among the Zambia citizens,” Mr. Banda added. And Public Protector, Caroline Sokoni said the MoU emphasizes the progress that ZRA has made in devising mechanisms aimed at curbing maladministration in the country’s tax administration. “As the office of the Public Protector, the signing of this MOU is significant in providing the two institutions with a key tool in preventing and curbing maladministration in tax administration in Zambia as well as providing an avenue for taxpayers to complain when they feel aggrieved in particular and vice versa, Mrs. Sokoni said.

The Zambia Revenue Authority (ZRA) Commissioner General Dingani Banda affirmed that solutions to revenue mobilisation challenges in Africa depend on strengthened collaboration among African tax administrations. Speaking today when he signed a Memorandum of Understanding (MOU) with Gambia Revenue Authority (GRA), Mr. Banda said ZRA will continue working with other tax administrations to seal revenue leakages and enhance administrative efficiencies. Mr. Banda said the MOU between the two tax administrations is a manifestation of the South-to-South cooperation, to enhance domestic revenue mobilisation as the anchor for development and poverty alleviation in Africa. He noted that ZRA is leveraging on education, technology and available skills to provide solutions to improve process efficiency, noting that ZRA is led to the development of a home-grown solution, TaxOnLine2. And GRA Commissioner General Yankuba Darboe emphasised the need for African countries to work hard to mobilise domestic revenue for the national development. He acknowledged that digitalisation and computerising of systems would reduce revenue leakages and implored ZRA embracing digital technology for enhanced revenue mobilisation and expressed confidence that strategies being undertaken by ZRA to enhance tax administration will contribute greatly towards increased revenue mobilisation. Earlier in the week, the GRA Board Chairperson, Mrs. Lucy Mariama Fye and her delegation also conferred with the ZRA Board led by Board Chairman Caleb Fundanga. The 15-member delegation from the GRA includes the Board's Chairperson, Vice Chairperson, the Commissioner General and other senior members of the revenue authority will conclude their visit with the tour of the Chirundu One-Stop Border Post.
