ICMEC Australia serves as a crucial advocate and resource in the fight against child sexual exploitation (CSE). We are boldly confronting this issue, when most would rather avoid it. Alongside our coalition of partners, we strive to proactively halt and prevent its occurrence. Our mission is clear: to support and strengthen the professionals who detect, report, prosecute and prevent CSE. As an independent not-for-profit organisation, we collaborate with various stakeholders, such as financial services and corporate entities, law enforcement, policymakers, academics, and NGOs, to develop strategies to protect children from harm. Through commitment to data-driven initiatives, training, advocacy and research, ICMEC Australia works tirelessly to prevent and combat CSE crimes, all with the ultimate aim of creating a safer world for young children.     ICMEC Australia delivered training to Cambodian Prosecutors and Judges in early October in Phnom Penh, Cambodia as part of an Australian Attorney General’s Department and Department of Foreign Affairs and Trade MAP-TNC funded workshop.   In partnership with the Cambodian Ministry of Justice, the “Crimes Against Children Workshop” aimed to raise awareness of the current crimes against children landscape and provide modern approaches, best practices, and protocols for effective prosecutorial success. The workshop was officially opened by the Cambodian Secretary of State, His Excellency Keng Somarith, alongside the Deputy Ambassador to Australia, Bridget Collier, and other honourable members of the Cambodian Ministry of Justice.   ICMEC Australia’s Head of Data, Warren Bulmer, an international instructor in computer and internet-facilitated crime, led the fifty participants on a range of topics intended to develop the capacity of participants to investigate and prosecute online child sexual exploitation crimes.   Topics covered included technical considerations and terms, the global child sexual exploitation landscape, an overview of investigative methods and financial investigations of child sexual abuse cases.   The workshop also featured presentations from the Homeland Security Investigations and local Cambodian child protection NGOs, The A21 Campaign Cambodia and APLE Cambodia.   In Phnom Penh, ICMEC Australia staff valued hearing first-hand the experiences of prosecutors and judges from across Cambodia.   We look forward to maintaining these networks and identifying opportunities for further collaboration and uplift across the Asia-Pacific region.

    When Chris Minns & Peter Malinauskas convene the #SocialMediaSummitNSWSA tomorrow and Friday, they should use existing laws to get tough on tech. My piece in The Daily Telegraph today advocates for targeted prevention strategies focused on the 7 in 100 Aussie men estimated to have sexually offended against kids online - backed up by use of existing criminal law to pull social media platforms into line. Both federal and NSW laws already on the books provide a basis for criminal law responses. But neither the federal government nor the NSW Police have ever used these tools. In France, in contrast, Telegram Messenger founder Pavel Durov was recently arrested for his app’s facilitation of child sexual abuse. It’s time for Aussie governments and business to use the tools at their disposal to mount a robust and efficient strategy to change online behaviours and prevent abuse before it occurs - and not just place the burden on parents to respond.     “Seven in every 100 Australian men has sexually offended against children online… Perhaps surprisingly, more than 30 per cent of these men also indicate they want help. This is an open door to targeted, effective prevention. To do this, we need social media platforms to play ball. It’s their algorithms that help predatory men easily find vulnerable children online. Governments should be pressuring tech companies to use the same algorithms to help change these offending behaviours.” “Yet Australian authorities seem reluctant to use criminal law to get tough on tech. Federally, the Commonwealth Criminal Code enable companies to be held criminally liable for their failure to prevent human trafficking online. Again, there has never been any federal prosecution of a tech company on this basis...” Leading into the Social Media Summit this week, the NSW Anti-slavery Commissioner, Dr James Cockayne, has published an opinion piece in The Daily Telegraph today, referencing the research of Prof Michael Salter and urging the use of criminal law to enforce tech companies to engage in targeted primary prevention and stop social media platforms from profiting off the trafficking of our children.     Recently, we have noticed the term 'child porn' being used in media coverage related to child sexual abuse. While we commend journalists for raising awareness about this grave issue, we must all play a role in protecting children, beginning with the language we choose to use. Using the right language is a simple yet powerful way to emphasise children's safety while also condemning the horrific nature of this crime. It takes conscious effort but it is simple to do. Let’s work together to encourage others to do the same. #pleaseshare The childsafety.gov.au media guidelines for reporting on child sexual abuse are an important resource on using non-stigmatising language and centering the victim-survivor voice.
