VPELA held a well-attended seminar on Victoria’s proposed new Activity Centre planning controls last week. The Activity Centres Program promises to shift the dial in attracting development to our Major and Metropolitan Activity Centres, through contemporary, replicable and deemed-to-comply built form controls. Martina Johnson from the VPA provided a comprehensive explanation of the background to the project and what is proposed. Sophie Jordan from Contour Consultants offered a planning perspective, and queried the lack of focus on commercial uses and the need to invent new planning instruments. Craig Yelland from Yelland Co confirmed the value to developers of the certainty provided by deemed-to-comply controls, but raised a concern about the risk of built form uniformity. Following their presentations, our speakers and Bec Mouy from DTP answered a series of insightful questions from our audience. This is clearly a topic of great interest to the industry, and it was great to be able to provide more information about the program and a forum for debate about it. Last week our delegates were treated to a range of speakers over two days who addressed this year’s VPELA Conference theme ‘Embrace the Chaos – Planning to Challenge Everything’. From Nick McKenzie providing insights from his ground breaking stories and the spotlight on truth telling in times of chaos, to Jennifer Kulas, Jo Cannington, Jordan Van Den Lamb and Alex Dyson discussing the chaos that is the housing crisis. Nicole Kalms, Professor and Associate Dean (Research) in the Faculty of Art Design and Architecture, who challenged us on how we can make public transport and spaces more inclusive and safe for women and children through sensitive placemaking for diverse communities. The Hon. Sonya Kilkenny, Minister for Planning, set out how the State Government is seeking to address challenges being faced by our communities by introducing reforms to help deliver more affordable and diverse housing across the State, support the State’s energy transition, and identify the planning system as enabling change. Anna Meares OAM OLY closed the conference by providing a true demonstration of what can be achieved when we fully embrace the chaos and challenge everything – in her case the most successful female cyclist of all time. Imagine retrofitted heritage buildings that are located in a flood plain and are designed to be cleaned up and operating 48 hours after a major flood event... imagine no more. Another stop on the VPELA UDIA study tour, Evergreen Canada. We were given a tour of their incredible brickworks site, a former brick making quarry, which has been transformed into community spaces, children's play, gardens, market, cafe and events space. The buildings are located in a ravine, so it's not a chance, it's a known it will flood. The facilities manager took us through how they prepare for and then recover from flood events: - A warning system alerts Evergreen to prepare and evacuate - Flood gates provide barriers to key entrances - A cube system underneath the buildings fill up with water - A systems of swales, permeable paving and infiltration ponds help disperse water - All buildings have electrical above the flood level and materials that are easy to clean and dry out - After the flood event a clean up of the whole site Below are images of the most recent flood event and our visit not long after!
