EFCA continues to work alongside key partners to advance the European engineering sector. In recent discussions with European Investment Bank (EIB) and EIC - European International Contractors, we explored how Collaborative Delivery Models (CDM) can support strategic procurement—ensuring sustainability, efficiency, and a level playing field for European firms in EIB-financed projects worldwide. A big thank you to our President, Ines Ferguson, and Internal Market Committee Chair, Jaap de Koning, for their leadership and their contribution to this discussion. EFCA is actively contributing to EIC’s draft report on ECI and CDM in international tenders, emphasising their value for large, complex projects with capable contracting authorities. EIC - European International Contractors and EFCA - European Federation of Engineering Consultancy Associations spent an interesting morning session with the EIB Procurement Team at the European Investment Bank (EIB) headquarters in Luxemburg to discuss the procurement policy issues for infrastructure projects outside the EU. Building on previous discussions at the EIC Workshop on Global Gateway in May 2024 and at the Trilateral Roundtable between EIB, European Commission and the European transport infrastructure sector (as represented by #EIC, #EFCA and #UNIFE) in December, EIC and EFCA took the opportunity to familiarise the EIB team with the innovative procurement concept of Collaborative Delivery Models which has become more and more popular in mature construction markets in the last years. The joint EIC-EFCA delegation was led by EIC Vice-President, Gustavo Martínez from Ferrovial, and EFCA President, Ines Ferguson from TYPSA, who emphasised that both federations strongly supported the EU Global Gateway initiative, as it offers the opportunity to lead European international contractors, who have somewhat disengaged over the past years, back to EIB financed projects outside the EU. Vice President Martínez presented the main messages of the upcoming EIC Position on Collaborative Delivery Models with a particular focus on the EIC ’10 Golden Rules’ on CDM. Ingrid Pieters (Van Oord), Philippe Dessoy (BESIX), Joakim Larkio (YIT - Urban developer and construction company), Luis Martí (ACCIONA) and Jaap de Koning (Witteveen+Bos) shared their practical experiences on the advantages of Collaborative Delivery Models over the traditional delivery model, especially but not only in case of complex projects. EIB, EIC and EFCA agreed to deepen the dialogue on this subject and to involve other interested ‘Team Europe’ financiers as well as the European Commission which has an important role in building local procurement capacity through EU grant financing.
