EU Commission presents the Clean Industrial Deal In January 2025, the Commission presented the Competitiveness Compass, a new roadmap to restore Europe’s dynamism and boost its economic growth. This roadmap builds on the analysis of Mario Draghi’s report on the future of European competitiveness and identifies a strategy for decarbonisation and competitiveness. The clean industrial deal is a direct result of this strategy. - The Clean Industrial Deal brings together climate action and competitiveness under one overarching growth strategy. - The focus will be mainly on two closely linked sectors – energy-intensive sectors (steel, metals and chemicals) and clean tech sector. - Another key focus is circularity of the economy, which has a target of 2030. - Access to affordable energy is a cornerstone of the Clean Industrial Deal. Three key focus areas have been identified here – lowering energy bills, accelerating the roll out of clean energy and electrification and ensuring well-functioning gas markets. 📝 Draft Reflection Paper on Non-mutagenic Impurities (NMI) Qualification: Public Consultation Open 📝 The European Medicines Agency (EMA) has released a draft reflection paper for public consultation, focusing on the qualification of product-specific NMI in chemically synthesized pharmaceuticals. The paper proposes alternative strategies for qualifying NMI impurities such as the use of existing toxicological data, read-across approaches, Threshold of Toxicological Concern (TTC), computational models, and in vitro studies (E.g: Caco-2 cells and metabolism in hepatic models). Key highlights and refinements outlined in the paper include: • Determining the level of concern to decide on further actions and new route-specific TTC and dermal sensitisation threshold (DST) limits for NMI. • Calculating the Acceptable Level (AL) by incorporating additional uncertainty factors for bioavailability (F6) and addressing data gaps in toxicity data and read across (F7). • Recommendations for in vivo study design, such as using fewer animals (3/sex/group) and including toxicokinetic (TK) groups. The paper also emphasises that testing with neat, isolated impurities is preferred over spiked API batches when testing is required for NMI qualification. This consultation represents a critical opportunity for industry stakeholders to contribute to the future framework of NMI safety assessments. 🚨 SCCS advice on Di-n-hexyl phthalate (DnHexP) as a contaminant in UV Filter Diethylamino Hydroxybenzoyl Hexyl Benzoate (DHHB)🌞 The SCCS has assessed the presence of Di-n-hexyl phthalate (DnHexP) as a contaminant in Diethylamino Hydroxybenzoyl Hexyl Benzoate (DHHB), a widely used UV filter in cosmetic products. Given the associated health concerns, the SCCS has determined a maximum safe level of 0.026% (260 ppm) when DHHB is used up to 10% in cosmetic formulations and only if DnHexP is an unavoidable impurity. Notably, data indicate that DnHexP levels in some DHHB-containing sunscreens and sources are below the detection limit, with advanced techniques potentially reducing it to as low as 1 ppm. The SCCS recommends this 1 ppm target as the threshold for DnHexP as an unavoidable trace impurity. 🔬 Why it matters? DnHexP is a phthalate contaminant associated with health concerns, making strict impurity control essential in cosmetic safety assessments. 📢 Regulatory implications: This recommendation may impact manufacturers and suppliers of UV filters, and improved purification processes for safer sunscreen formulations. 🚨 EMA Releases Revised Draft Reflection Paper on Non-Animal Testing Methods 🚨 The European Medicines Agency (EMA) has issued a revised draft reflection paper outlining non-animal replacement tests for pharmaceutical development, reinforcing global efforts to advance 3Rs principles (Replacement, Reduction, Refinement). This updated paper, which replaces the 2018 version, provides guidance on regulatory acceptance of animal-free testing alternatives across various EMA committees, including CHMP, CVMP, and the European Pharmacopoeia.
