Putting children at the heart of the peace & security agenda, through advocacy, training & research.
About us
The Dallaire Institute for Children, Peace and Security was established in 2007 by Lieutenant-General (ret) The Honourable Roméo Dallaire, UN force commander of the United Nations Assistance Mission for Rwanda. Our vision is a world where children are at the heart of peace and security. Our mission is to end the recruitment and use of children in armed violence and transform cycles of violence. The Dallaire Institute conducts activities on three fronts: • Interdisciplinary research to build—and share—knowledge, which in turn leads to new solutions • High-level advocacy activities to create and promote the political will to end the use of children in armed violence • Tactical, prevention-oriented training to security sector actors, to promote broader security sector reform. In every aspect of our work, the Dallaire Institute seeks to collaborate with governments, the security sector, academics, humanitarians, and civilian communities. We are the only organization in the world to work with military, police, prison personnel, and private security operators to prevent the recruitment and use of children in armed violence before it happens.

A few weeks ago, I had the privilege of facilitating a RACI workshop with key leaders and managers from the Africa Centre of Excellence at the Dallaire Institute for Children, Peace and Security in Kigali, Rwanda. The workshop helped us adopt a system approach, paving the way for sustainable growth and opportunities. Together, we reflected on past experiences, redefined roles, and clarified responsibilities. The takeaway? Organizations thrive when they embrace feedback, foster open communication, and cultivate a culture of shared learning. Key insights from team: 1. Collective growth requires clarity and accountability. 2. Embracing feedback fuels innovation and progress. 3. Shared understanding drives collaboration and success.

Knowledge is power! We are happy to have the support of Intact and @CharlesBrindamour to further advance our mission of preventing the recruitment and use of children in armed violence and transforming cycles of violence.
Building resilient communities begins with engagement. That’s why we’re helping future leaders develop the skills required to resolve conflict and promote stability. 🌎🤝 Intact is committing $250,000 over five years to support The Roméo Dallaire Leadership Chair in the Teaching of Civil Conflict and Sustainable Peace at Université Laval. The Chair is Quebec’s first francophone knowledge hub focused on developing specialized training in conflict prevention and peacebuilding. 🕊️ This partnership with Université Laval will instill the next generation of our leaders with practical training in political risk analysis, help establish strong knowledge-sharing between social sciences, academia, and practice fields and better equip decision-makers to address civil conflicts and peace and security processes. 💡 We’re helping empower the future of conflict resolution. Our founder, General Roméo Dallaire, along with our executive director, Dr. Shelly Whitman share their thoughts in Foreign Policy Magazine on "How the U.N. Can Prevent Genocide in Sudan" "With 2.8 million people in and around El Fasher trapped with no option to escape or receive assistance, and with the possibility of ethnically targeted killing on the horizon, the U.N. must act now." Today marks the start of #DisarmamentWeek. This year the theme is Promoting Global Peace and Security, emphasizing the importance of disarmament in achieving global peace and security. According to the 2023 Explosive Violence Monitor report by Action on Armed Violence (AOAV), 2023 saw the highest levels of recorded harm to children from explosive weapons since 2017. At least 2,571 children were reported among the civilian casualties, a 124% increase compared to 1,146 in 2022, and 90% of all those reported killed and injured by explosive weapons in towns and cities were civilians" (and we know that children frequently bear the brunt of the damage).
