IJMPB Latest Articles: “Do nothing, do minimum or do something? Why public project appraisals “always” recommend large projects" 🖊Authors: Gro Holst Volden, Morten Welde, Atle Engebø & Bjørn Andersen This study examines the role of “do-nothing” and “do-minimum” alternatives in public project appraisals in Norway. Among 112 appraisals, nearly all recommended major construction projects, even when benefits were uncertain, with the do-nothing option merely serving as a baseline rather than a viable choice. Do-minimum solutions were frequently overlooked. Additionally, findings reveal that political decision-makers rarely reject projects outright, they often place them on indefinite hold, effectively resulting in “do-nothing” outcomes. 📓Interested in learning more?
