The Datasphere can be defined as the ecosystem encompassing all types of data and the complex dynamics between data, human groups and norms. How we collectively govern the Datasphere will strongly determine the future of human society in the 21st century and our capacity to deal with major global challenges such as climate change, health, and energy. Now is the time to be bold and innovative in enabling the opportunities and addressing the challenges of the technological revolution around us. As #AI reshapes industries and economies, the race to regulate it intensifies. Digital policy has been more and more about answering key questions on #AI policy: how to #regulate it? How to make it #responsible? This month, the #Draghi report added another layer to the conversation in the #EU: How to regulate it but still stay #competitive? What did Draghi say about AI and sandboxes? 📖 In the context of promoting cross-industry coordination and #data sharing to accelerate the integration of #AI into European industry, Draghi recommends encouraging experimentation through “EU-wide coordination and harmonization of national “AI Sandbox regimes” to companies participating in the plan”. He goes on to specify that “these experimental “sandboxes” would enable regular assessments of regulatory hindrances deriving from EU or national legislation and provide feedback from private companies and research centers to regulators.” https://lnkd.in/eAk84kkG How could they work in practice? #Sandboxes are not a magic tool that can work wonders on any policy question or fast emerging tech. #Sandboxes are complex to set-up, resource intensive and require regulatory #capacity to design and participate in. Yet, while there are some hurdles, #sandboxes do offer huge potential to help regulators craft effective regulatory frameworks. 🌍 ✍️ On September 9 and 10, Observer Research Foundation America hosted 11 experts for a workshop, "Rebalancing Globalization: Perspectives from the Global South." Over two days, the experts discussed and received feedback on their papers that detailed various strategies to develop a more #equitable and effective approach to #globalization. This is part of a larger project to ensure that the voices and perspectives of the #Global #South are adequately represented in #international #networks and #institutions. The papers will be compiled into an edited volume that will be released later this fall. In our latest Global Sandboxes Forum Insights Report we have summarized contributions from our inaugural meeting in #Rio and identified key areas for action. During what has been a very busy few months with preparations for the United Nations Summit of the Future and the intense agenda we have been involved in at the G20 Brasil 2024, I keep raising the same alert and call to action: ❗ Data is cross-cutting and it is key for AI, but the data governance field continues being extremely fragmented. We need to talk about data in its own right - and we need more spaces to bring together governments, businesses, civil society and academia to understand its nature and be purposeful with its governance. But as we know, this is not a simple task. Luckily many organizations are collaborating to explore how we can ignite international cooperation and design more nuanced and innovative approaches. Here are a few reading recommendations in case you want to get caught up on the latest proposals regarding data governance in the international policy agenda: 👉 In the G20 context, Stephanie Diepeveen & Astha Kapoor penned a helpful piece on how a Data20, or D20, could bring together people and knowledge from the formal engagement groups and working groups of the G20 on data. https://lnkd.in/df94PewF. Since then, Anirban Sarma at ORF, Bruno Bioni, Jaqueline Trevisan Pigatto and Louise Karczeski at Data Privacy Brasil have been proactive facilitators at the T20 Brasil in bringing actors together to discuss next steps of implementation. 👉 At the UN level, the proposal for an International Decade on Data has been articulated in report of the High Level Advisory Board on the Future of Multilateralism in 2023. Along with David Passarelli, Muznah Siddiqui, Stefaan Verhulst, PhD, I authored a T20 paper just now published on how this proposal could help build the momentum at the G20 needed to foster new investments and collaborations in leveraging data for people and the planet. You can check it here: https://lnkd.in/dkWPh46a 👉 In the context of the UN World Data Forum, @PARIS21, @OpenDataWatch, @CEPEI are calling organizations to pledge their commitment to data this year https://lnkd.in/dUcBeqtV All of these efforts are incredibly important and putting their finger on the pulse of where solutions to design and deploy responsible AI or address the climate crisis will come in the years to come. But we need more coordination and exchange to ensure our efforts are impactful and not overlapping. 📍 As part of the UN Science Summit the Datasphere Initiative is hosting an online session to explore data governance beyond the Global Digital Compact and identify the different proposals emerging to boost international collaboration on responsibly unlocking the value of data for all.
