Amid a busy fall season, we’re thrilled to look back on a major highlight: the kick-off of our new 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗠𝗶𝗱𝗱𝗹𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗿𝘀 𝗶𝗻 𝗧𝗵𝗶𝗻𝗸 𝗧𝗮𝗻𝗸𝘀! Bringing together 17 participants from 15 organizations, the program is designed to address the unique challenges faced by think tankers working in mid-level positions. The first module started with a discussion on the evolving role of think tanks in policy-making with Annika Bolten-Drutschmann from the Auswärtiges Amt (Federal Foreign Office) Germany. In the first practical session, Goran Buldioski from Hertie School shared his perspective and experiences as an (ex-) funder in the think tank sector. The cohort engaged in a dynamic workshop on positioning in a shifting funding environment with Jo Redhead from Royal United Services Institute and reflected on the broader challenges facing the think tank sector in an exchange with Christian Mölling from Bertelsmann Stiftung. On day two, Stefan Heumann from Agora Digitale Transformation shared strategies for developing effective research, while Almut Möller from the European Policy Centre helped participants reflect on the challenges of career transitions as they take on greater responsibility. We wrapped up with a session on Adaptive Leadership led by Ayla Merino from LEAD Forward, which set the stage for two follow-up online sessions focused on participants’ real-world leadership challenges and peer exchange. A common thread throughout the training, was the realization that our participants face very similar challenges. Tied up in our daily work, we sometimes tend to forget that we are not alone. We’re happy to provide a space for meaningful, cross-organizational exchange, where peers can come together to share experiences and learn from each other. The Think Tank Lab is a platform, learning space, and driver for innovative and impact-oriented think tank work. Founded in 2021, the Think Tank Lab supports the co-creative advancement of the German think tank sector by: - Strengthening peer learning, co-creation and exchange in and among think tanks; - Qualifying think tank personnel through tailor-made training opportunities; and - Crowdsourcing, testing, and disseminating good practices and new approaches to think tank work. While our activities are primarily aimed at think tanks and policy-oriented research institutes based in Germany, we also promote exchange with the wider European and international think tank community. The Think Tank Lab is a joint initiative of the German Council on Foreign Relations (DGAP) and the Mercator Institute for China Studies (MERICS). It is kindly supported by the Stiftung Mercator and the Robert Bosch Stiftung.

Meet our #ThinkTankSchool 🎓 Fellow, Kaspar Pucek from The Clingendael Institute, who is tackling a critical question in European foreign policy with his project, "𝗥𝗲𝘁𝗵𝗶𝗻𝗸𝗶𝗻𝗴 𝘁𝗵𝗲 𝗘𝗨’𝘀 𝗕𝗲𝗹𝗮𝗿𝘂𝘀 𝗣𝗼𝗹𝗶𝗰𝘆: 𝗧𝗵𝗲 𝗢𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀, 𝗟𝗶𝗺𝗶𝘁𝘀, 𝗮𝗻𝗱 𝗧𝗿𝗮𝗱𝗲𝗼𝗳𝗳𝘀 𝗼𝗳 𝗮 𝗣𝗿𝗮𝗴𝗺𝗮𝘁𝗶𝗰 𝗧𝘂𝗿𝗻." With Belarus’s growing dependence on Moscow, Kaspar’s project explores how the EU might pivot to a more pragmatic approach that enhances Belarus’s geopolitical autonomy. His research delves into key questions: What policy instruments could the EU use to foster this autonomy? And what trade-offs come with implementing these at various stages—now, post-war in Ukraine, or after Lukashenko’s potential exit from politics? By mapping these strategies and their implications, Kaspar aims to provide European policymakers with a roadmap for a more effective Belarus policy.

I recently participated in the Think Tank Lab's Leadership Training, an initiative by the Deutsche Gesellschaft für Auswärtige Politik e.V. | DGAP and the Mercator Institute for China Studies (MERICS). Hosted by an outstanding faculty, the first training module provided valuable insights into navigating the evolving #thinktank landscape. Here are my key takeaways: 🔄 Think Tanking is a Practice: Think tanks are not static entities. They must continually adapt to changing #policy landscapes, societal needs, and technological advancements to remain relevant. ⚙️ Adapting to Sectoral Change: In a world of increasing complexity, tighter funding, and accelerating issue lifecycles, think tanks need to rethink traditional models to stay ahead of the curve. 🌍From What to How: Clients and funders are increasingly seeking actionable solutions, not just policy advice. Think tanks must go beyond offering recommendations and take an active role in implementing tangible outcomes. 💡 Understanding Think Tank DNA: To navigate these changes, think tanks must leverage their unique strengths and be mindful of their role within issue-specific #ecosystems. Clearly defining what sets your organization apart enables better positioning and more effective collaboration with stakeholders. 🎯 Mission-Driven Leadership: A clear #mission is essential for guiding long-term strategy. It allows think tanks to build coherent project portfolios, foster enduring partnerships, and focus on driving systemic change. 🤝 Embracing Co-Creation: Co-creating solutions with stakeholders, rather than just for them is key to ensure impactful outcomes. 🏗 Building a Learning Organization: A resilient think tank is one that fosters a culture of continuous learning. This means prioritizing mentorship, promoting feedback loops, and encouraging knowledge exchange both within and between organizations. 🔗 Cross-fertilization in the Think Tank Sector: There’s significant untapped potential for collaboration between think tanks. Many face similar challenges but often operate in silos. By coming together, we can unlock new opportunities for collective impact. At the TUM Think Tank, these insights align with our goal to reimagine the role of think tanks at the science-policy interface. Rather than focusing solely on policy consultation, we aim to act as a catalyst for mission-driven #research and #innovation ecosystems that drive technological advancements in the public interest. 🔍 Open Questions We’re Tackling: How might think tanks better drive mission-oriented research and innovation that addresses real societal challenges? How might think tanks enhance their impact at the science-policy interface? How might think tanks strengthen problem-solving ecosystems by building bridges between divers sectors, disciplines and backgrounds? 🌟 Today you're meeting our #ThinkTankSchool Fellow, Gelila Enbaye, Research Associate at the Global Public Policy Institute (GPPi). Her project is focused on "𝗘𝘅𝗽𝗹𝗼𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝗣𝗼𝘁𝗲𝗻𝘁𝗶𝗮𝗹 𝗼𝗳 𝗙𝘂𝘁𝘂𝗿𝗲𝘀-𝗧𝗵𝗶𝗻𝗸𝗶𝗻𝗴 𝗶𝗻 𝗣𝗲𝗮𝗰𝗲 𝗠𝗲𝗱𝗶𝗮𝘁𝗶𝗼𝗻". Gelila is investigating how tools from futures-thinking can support peace mediation efforts by helping mediators navigate entrenched positions and identify strategic moments for intervention. Drawing on transformative processes from countries like South Africa and Colombia, her project seeks to expand the toolkit available to mediators and foster an exchange of knowledge between the fields of futures-thinking and mediation. 10 years ago, the World Bank released a study that examined the dissemination and impact of their policy reports. Here were the top line findings: -- 87% were never cited, not once -- More than 31% never even downloaded -- Only 13% were downloaded over 250 times And this is the World Bank, a household name with connections to every major media outlet in the world. Think of how much harder it is for your (presumably) much smaller, newer, and less renowned organisation to break through the noise. Well worth reading (and re-reading) for all Comms, Advocacy and Policy units out there.
