💪 Enhancing Public Service Provision in Ukrainian Local Governments 🇺🇦🇪🇪 A delegation of municipal officials from administrative service centres of the Zhytomyr oblast visited Estonia this week to learn how Estonian municipalities leverage digital tools in governance. Hosted by the e-Governance Academy (eGA), the visit included meetings in #Rapla and #Tartu municipality and Tartu and #Tallinn city and sessions at various government ministries and organisations. ✅ These exchanges provided a comprehensive look at how national and local governments collaborate to offer citizens efficient and effective public services. ✅ The discussions focused on essential topics for digital transformation, including legal frameworks, municipal policies, inter-municipal collaboration, digital tools, cybersecurity, GIS solutions, and data management practices. ✅ "During our visits to the Estonian municipalities of Rapla, Tallinn, and Tartu, we gained invaluable insights into how Estonia—one of the world's leading digital nations—uses digital technologies to deliver public services at the municipal level. We were impressed by Estonia's approach to using digital solutions that are accessible to all municipalities. We aspire to adopt this approach in Ukraine, with the support of international donors and in close collaboration with eGA. All our team thanks ESTDEV for supporting this inspirational study visit," said Konstantyn Lopushansky, CDTO of Zhytomyr Oblast. ✅ This visit was part of the ESDEV-funded project "Increasing Digital Capacity of Zhytomyr Administrative Service Centres in Public Services Delivery." Through this project, we are organising 👩💻🧑💻 digital skills trainings for administrative center staff and introducing a 🖥 video consultation service for selected ASCs. ✅ This innovation will offer Ukrainian citizens in and outside Ukraine an additional opportunity to obtain information about the public services ASCs offer. While our current efforts focus on the Zhytomyr oblast, the project aims to provide a scalable model for public service provision across other regions in Ukraine. 🤝 Let's continue our joint efforts to enhance public service provision in Ukraine at the municipality level! With just a week until the #TallinnCyberDiplomacySummerSchool, we’re excited to welcome participants and speakers from over 40 countries! This event brings together global voices for important conversations on cybersecurity and diplomacy. While our focus is international, holding the event in Tallinn, Estonia, offers unique insights from a country known for digital innovation. Here are a few Estonian highlights to set the stage: 📍 Estonia was the first country to hold online elections back in 2005, paving the way for digital governance worldwide. Day 1 at the Summer School will explore how #digitalisation strengthens societies, creating trust and security—essential foundations for cyber diplomacy. 📍 In 2007, Estonia experienced the world’s first major state-backed #cyberattack. This key moment helped Estonia develop its expertise in cybersecurity and diplomacy. On Days 2 and 3, we’ll discuss how international agreements and state accountability keep cyberspace stable and secure. 📍 Cyber diplomacy isn’t just about tech; it’s about global cooperation, policy, and #cybersecurity capacity building. Day 2 will dive into the diplomatic tools—like international law and norms—that help keep cyberspace open and secure during both peaceful and challenging times. 📍 Estonia is home to NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), a key center for global cybersecurity. Participants will get a chance to visit the CCDCOE and explore how countries work together to build national cyber defenses. The Summer School combines learning with cultural experiences, from fireside chats to networking events. Attendees will leave with lasting connections and fresh ideas at the intersection of diplomacy, security, and digital transformation. Here's to shaping the future of cyber diplomacy! Together. With the Tallinn Cyber Diplomacy Summer School starting in two weeks, let's set the record straight on some common views about #cyberdiplomacy. Here's how the Summer School prepares participants to navigate today's cyber challenges: Cyber Diplomacy: Myths vs Reality Myth #1: "Cyber diplomacy is just about understanding technology." Reality: Cyber diplomacy goes beyond technology; it's about forging international #cooperation, setting policies, and fostering trust. At the Tallinn Cyber Diplomacy Summer School, participants explore diplomatic, legal, and strategic elements of cyber issues, which are essential for a well-rounded approach. Day 1 delves into cybersecurity fundamentals as the backbone of a digital society and examines the broader economic and social benefits, while also addressing the strategic impacts of emerging technologies like AI. Myth #2: "Cyber diplomacy only matters during crises or conflicts." Reality: Cyber diplomacy is vital in both peace and conflict. Establishing norms, building trust, and fostering collaboration are continuous efforts that reinforce #stability and prevent cyber incidents from escalating. During the Summer School, Days 2 and 3 cover international frameworks, confidence-building measures, and practical mechanisms for state responsibility in #cyberspace. Participants learn how to use these tools to maintain stability and prevent conflicts, ensuring readiness at all times—not just during crises. Myth #3: "Only big tech countries need cyber diplomacy." Reality: #Cyberthreats impact all nations, regardless of size or resources. The Summer School emphasises a unified approach, welcoming participants from diverse backgrounds and reinforcing the idea that every nation plays a role in securing cyberspace. Day 4's focus on #capacitybuilding highlights the importance of collaboration in strengthening cyber resilience, ensuring that even resource-limited nations contribute to and benefit from a stable digital future. Cyber diplomacy is a continuous, global commitment, extending beyond technical measures to promote a safe, open, and resilient cyberspace aligned with core European Union values of democracy, human rights, and the rule of law. #TallinnCyberDiplomacySummerSchool #TCDSS2024 European Commission Ministry of Foreign Affairs of Estonia e-Governance Academy Estonian Centre for International Development (ESTDEV)
