🇺🇦 Making Ukraine a global leader in AI: Launching work on the national large language model Artificial intelligence is no longer the future; it’s the new reality. Governments around the world are actively integrating this technology into key sectors and developing national large language models (LLMs). We want Ukraine to top the list of technological leaders in AI adoption and development. WINWIN AI Center of Excellence is helping us achieve this — a center for AI innovation and integration, similar to Google, but focused on government applications. Why does Ukraine need its own LLM? LLM is an AI type that works based on principles similar to those of the human brain and is trained on massive amounts of data. Language models are the foundation of ChatGPT, Gemini, and DeepSeek. We are already integrating AI into Diia, Mriia, defense projects, and other initiatives from the Ministry of Digital Transformation. The national LLM will serve as the foundation for AI assistants, chatbots, and voice assistants, all designed for Ukrainians and the government. The Ukrainian LLM will be trained on Ukrainian data, understanding national context, dialects, and terms, ensuring more accurate responses than global models. This LLM will also open up new opportunities for Ukrainian businesses. Entrepreneurs will be able to create their own AI products based on the large language model — from automated chatbots for websites to voice assistants for companies. 💸 It’s important to note that the Ukrainian LLM will not cost the state budget a single hryvnia. It will be developed with support from private sector partners. At this stage, it’s crucial to observe global technological changes and quickly launch our projects. Ukraine has already proven it can change the game in the digital world. Now is the time to lead in artificial intelligence 🦾

🇬🇧🤝🏻🇺🇦 The Ministry of Digital Transformation in London: Day 2 The second day of the visit began with a keynote speech at the Digital Government Forum, where Valeriya Ionan shared Ukraine’s experience in digital transformation and outlined future plans within the innovation strategy. Representing Ukraine on the global stage is crucial, as our digitalization experience has already become a model for many countries. We appreciate the organizers' invitation and thank all participants for their interest! Next, a series of strategic bilateral meetings with UK government representatives will be held. 🔹 Theo Blackwell MBE, Chief Digital Officer of London: Discussed the challenges and prospects of cooperation between central and local digital authorities. Given Theo’s unique experience in urban digital transformation, we invited him to speak at the CDTO Campus. 🔹 Jenny Brooker, Chief Data Architect, Central Digital and Data Office: Focused on data architecture, interagency integration, and quality management. Agreed to expand collaboration at the operational level. 🔹 Susan Acland-Hood, Permanent Secretary, Department for Education: Discussed the role of artificial intelligence in education. We were particularly impressed by the Aila service already available to Ukrainian teachers. 🔹 Dr. Laura Gilbert CBE, Head of AI for Government: An inspiring meeting focused on artificial intelligence. We gained valuable practical insights and plan to strengthen collaboration between British AI experts and WINWIN AI CoE. 🔹 Stephen Doughty, Minister of State for Europe: Talked about digitalization, recovery, defense tech, and innovation. The UK is a reliable partner of Ukraine, and we are further strengthening this partnership. 🔹 André Kölln, Head of Ukraine Early Recovery and Reconstruction Department at FCDO: Expressed our gratitude for the UK’s consistent support of digital projects and discussed future joint initiatives. There are promising opportunities for cooperation. 🔹 Emily M., Director General for the Digital Centre: Focused on citizens’ digital skills, artificial intelligence, SME support, and fostering a new leadership culture in the public sector. 🔹 Anita Friend, Head of the Defence and Security Accelerator: Strengthening collaboration between Ukrainian and British startup ecosystems, with discussions on engagement with BRAVE1 in security innovation. 🔹 Christine Bellamy and Leanne Cummings, Government Digital Service (GDS): Years of cooperation and experience exchange. Ukraine is establishing clear rules for the GovTech market 🇺🇦 A digital state is not only about technology but also about clear and transparent operational standards. Ukraine is confidently moving toward a unified digital market within the EU, with one of the key steps being the harmonization of standards and legislation in the field of digital transformation. The Ministry of Digital Transformation participated in discussions with the GovTech community to help government agencies and developers adapt to new rules for the development, transfer, and use of digital solutions in the public sector. Key outcomes: 📌 We will work together on changes to legislation in the field of digitalization. 📌 We will develop standard templates for technical and legal documentation for government IT solutions. Work on these initiatives will take place within the newly established Digital Competence Center, which includes representatives from the government, developers, and international organizations. Let’s move toward a unified digital EU market together! The event was organized by the GovTech Alliance of Ukraine and the e-Governance Academy with the support of the Kyiv Global Government Technology Centre. Representatives from BRDO, State Enterprise Diia, and the State Enterprise NAIS also participated in the discussions.

📶 Bringing 5G to Ukraine — Telecom team takes part in Mobile World Congress 2025 The Mobile World Congress is the most influential event in the global mobile industry. The Ukrainian delegation was led by Denys Pozdniakov, advisor to the Minister of Digital Transformation on electronic communications. The team held a series of meetings to build new partnerships and align with current collaborations. Key highlights: ✅ 5G — Met with terminal equipment manufacturers and mobile operators. The outcome is promising — when 5G is launched in Ukraine, there will be no need to update software on smartphones, and Ukrainians will immediately be able to use the technology. ✅ Direct-to-Cell — Discussed satellite communication launch with Starlink, VEON and Київстар teams. Direct-to-Cell will be among the first to launch in Ukraine in the second half of 2025. Initially, SMS and OTT messaging via satellite will be available, followed by voice calls. ✅ Improving connectivity in border areas — We are working on solutions to provide 5G and 4G connectivity for military personnel along the border with leading equipment suppliers. ✅ EU integration — We continue our cooperation with FIAP under the Ukraine Facility program. The delegation also participated in the Ookla awards ceremony, where Kyivstar received three awards. The operator's team, as does every market representative, plays an essential role in restoring and developing communications. Additionally, we continue collaborating with Latvia. Our partners invited our delegation to the 5G TECHRITORY 2026 telecom conference. We are grateful to our partners for the meetings and constructive dialogue 🤝🏻

AI, digital leadership training, and entrepreneurship support: Strengthening our partnership with Visa Mykhailo Fedorov and Valeriya Ionan met with VISA's top management — Andrew Torre, regional president for Central Europe, the Middle East, and Africa; Cristina Doros, senior vice president overseeing 17 countries in the region; and Tetiana Chorna, vice president and regional manager for VISA in Ukraine. They discussed joint initiatives and expressed gratitude for VISA’s continued support. VISA, a global leader in digital payments, has been a key partner of the Ministry of Digital Transformation since its inception. The company actively supports the development of a digital state and the launch of groundbreaking services. We are collaborating on several key initiatives: ✅ Cashless economy — e-Recovery, we worked with VISA to develop the "marked money" anti-fraud system, ensuring funds are used exclusively for reconstruction. We aim to scale this approach to other countries. ✅ Entrepreneurial culture development through Diia.Business — with VISA’s support, we have already held two seasons of the visionary women’s accelerator Vidvazhna and will soon announce the third. ✅ Training digital transformation leaders — VISA is a key partner of the CDTO Campus. In just one year, 440 future digital leaders have graduated. Plans for 2025 are even more ambitious, with new faculties opening and five times more students expected to enroll. ✅ Strengthening the digital state’s global brand — VISA helps organize the Diia Summit in Ukraine and internationally. 🔐 Strengthening the Defense of the Digital State: Highlights from the Kyiv International Cyber Resilience Forum 2025 The forum brought together Ukrainian and international representatives from the public sector, business, cyber community, and top tech companies — including Google, CISCO, ESET, Fortinet, and others. Over two days, participants shared best practices for digital infrastructure protection and collaborated on solutions to enhance Ukraine's cyber resilience. A key part of the forum was a panel discussion on the importance of cybersecurity and international cooperation between Ukraine and global partners. The distinguished speakers included Valeriya Ionan, Mart Noorma, Tõnu Grünberg, Nataliya Tkachuk, Enrique Pérez de Tena (Master) and Антон Демьохін. The modern war is fought not only on the battlefield but also in cyberspace. The 404 country continues to escalate cyberattacks, but Ukraine is not alone in this fight. A powerful example of international solidarity is the Tallinn Mechanism — an initiative uniting 11 countries to coordinate systematic international assistance for Ukraine’s cyber defense. Over the past year, thanks to this mechanism, €200 million has been raised to strengthen Ukraine's cybersecurity and digital resilience. Our experience building a digital state amid relentless Russian cyberattacks is invaluable for the global community. We are committed to sharing our knowledge and adopting the world’s best practices. ❌ Cutting Russia off from global telecommunications: Key takeaways from the Ministry of Digital Transformation’s visit to the ITU European Assembly Our team participated in the regional preparatory meeting for the 2025 World Telecommunication Development Conference in Budapest. The key message was that Russia is an aggressor and must be excluded from all international alliances responsible for security and communications. Thirteen countries supported Ukraine’s position, which will now be put to a vote at the World Conference. The Ukrainian delegation was led by Yurii Matsyk, director of the broadband internet infrastructure development directorate. He showcased Ukraine’s digital achievements and briefed partners on Russia's invasion's destruction of telecom infrastructure. According to estimates by the European Commission, the World Bank, and the UN, Russia has damaged Ukraine’s digital technology and communications sector by at least $2.1 billion. Despite the full-scale war, Ukraine continues to grow as a global tech leader, ensuring high-quality connectivity for all its citizens. We are grateful to our partners for their strong support in rebuilding Ukraine’s digital resilience 🤝🏻 We look forward to backing at the World Conference because a terrorist state must not shape the future of global telecommunications.
