Finally, the good news is here. The lack of an institutional structure and a dedicated unit for e-learning in Ethiopian higher education institutions has been one of the barriers to their efforts to effectively integrate digital education into their teaching and learning process In response to these challenges, the Ministry of Education, along with its e-SHE partners, has been working on developing a national e-learning policy framework and implementation directive, with a major focus on establishing e-learning units in universities. As a result, the Federal Civil Service Commission has approved the Ministry’s proposal to establish new e-learning units in universities at a director level. The new e-learning directorate will be established under the Office of the Academic Vice President, with nine positions. The approval of this structure marks a significant milestone in the journey towards institutionalizing e-learning in Ethiopian higher education institutions. With an official organ now accountable for the implementation of digital education initiatives, e-learning will become a mainstream activity within universities, marking a shift from a project-based approach to a more sustainable and integrated one that aligns with the vision of universities leading the process. The e-Learning for Strengthening Higher Education (e-SHE) is a five year multi-stakeholder initiative implemented by the FDRE Ministry of Education in partnership with Mastercard Foundation, Arizona State University, Shayashone PLC, and the 50 Ethiopian public universities. It intends to strengthen the capacities of public universities to deliver online education. Conceived to boost the relevance, quality, access, and resilience of higher education in Ethiopia, the e-SHE initiative will develop and support the establishment of state-of-the-art facilities and systems for reliable online education in higher education in Ethiopia.

While waiting for the big news coming up, e-SHE has closely been working with the universities in conducting campaigns to increase students access to digital education since September 20. A total of 38,048 students have registered on e-SHE LMS from 29 universities, and 34,314 of them have enrolled in the SSS courses since the campaign began. This week has been particularly outstanding, marking the highest number of student registrations and enrollments with 17,995 students registering in LMS and 15,264 students enrolling in SSS. Going forward, we expect all institutions to continue their efforts to create a steady increase in the number of students joining the LMS. The e-Learning for Strengthening Higher Education in Ethiopia (e-SHE) has successfully completed its seventh and final multimedia studio at Mekelle University (MU), following the recent completion of the Samara University (SU) multimedia studio. The Mekelle University management team, led by President Dr. Fana Hagos, visited the newly constructed multimedia studio. This studio will serve as a vital resource for MU and the universities under its cluster, improving the quality and accessibility of online educational materials. This is especially important in regions that have faced disruptions, ensuring students can continue their education through digital platforms. The completion of this studio reflects a strong commitment to advancing digital education in Ethiopia and aligns with broader efforts to enhance educational opportunities across the country, ensuring that students and educators have access to modern tools and resources for effective learning. In accordance with the e-SHE 2017 university-led implementation plan, universities have already started their Student Success Suit (SSS) course campaign and are now in full swing, activating student accounts and enrolling students in online courses. So far, 18 universities have actively been hosting campaigns, resulting in promising numbers of students enrolling on the Learning management system (LMS) and starting online courses. While all universities made notable progress last week, Addis Ababa University(AAU) led the way by registering over 3000 students and 85% of those students enrolled in available courses. Samara University and Salale University trailed close behind AAU and added a significant number of students starting online courses. We expect to see similar coordinated efforts by all the universities and more progress in bringing all students onto the e-SHE platform and furthering your goal of addressing all students with online courses in the coming weeks. The e-SHE 2017 E.C university led implementation plan is progressing smoothly, with universities launching campaigns to actively enroll students in their customized Learning Management System (LMS). During the first week of each campaign, universities are solely focusing on student enrollment, including activation of institutional email addresses on the e-SHE LMS and enrolling in the Student Success Suit (SSS) courses. These carefully curated courses are designed to equip students with the necessary skills to succeed in the digital education landscape. Currently, 17 universities who have accepted their students early, are actively implementing the SSS campaign and to date, over 30,000 students have activated their institutional accounts on the LMS and are already taking the SSS courses. This remarkable achievement demonstrate the effectiveness of our collaborative efforts and the commitment of universities to improving the educational quality for their students. Following the annual universities' engagement workshop held at Addis Ababa University in July, there has been active university engagement to implement the plans that each university prepared during and after the workshop. One key area of focus has been the enrollment of students into e-SHE's Learning Management System (LMS) to familiarize them with online courses. Since the workshop, preparations for enrolling students on the e-SHE LMS have been underway, which involve verifying that each university has the necessary resources, such as adequate lab infrastructure and trained staff, to support the enrollment process. As part of this process, the e-SHE program has completed setting up 50 LMS microsites for all universities, which are functioning as platforms where universities can deliver online courses. Since the 2017 E.C. academic year has started, universities have begun onboarding students to their campuses, and student LMS account activation campaigns have already been launched in universities that completed student onboarding early. After enrolling in their university's LMS, students will begin taking Student Success Suite (SSS) courses available in their LMS. The e-SHE program is thrilled to announce that Samara University’s (SU) multimedia studio has been completed, and Mekelle University’s (MU) multimedia studio is near to completion. These two newly developed studios bring the total number of e-SHE-built multimedia studios to seven. They will play a crucial role in supporting universities located in conflict-affected areas within their clusters, which emphasizes the e-SHE program's commitment to ensuring inclusive access to digital education resources in these regions. Following the completion of SU's studio, the university's management team, led by SU's President Dr. Mohammed Usman, visited the studio, and operational training has began by the contractor for selected university staff who are expected to manage and run the studio. The training began with an opening speech from Dr. Abdurehman Kedir, AVP at SU. Stay tuned for updates on the official launch of the studios.
