[Combating Illegal Gambling] EP 3: The Hong Kong Jockey Club's Fight Against Illegal Bookmakers For many years, the Hong Kong Jockey Club has been at odds with global illegal bookmakers, striving to protect the wealth of Hong Kong residents. However, this endeavor comes with significant challenges. Illegal bookmakers operate outside the law, avoiding taxation in Hong Kong. They offer a wide range of gambling products, not just horse racing and football, but also over sixty other sports betting options. By providing attractive bonuses and betting rebates, along with 24/7 betting availability, they lure citizens into participation. When gamblers find themselves in financial distress, they are often driven to borrow money to continue betting, leading to overwhelming debt and an inability to escape the cycle. In contrast, the Jockey Club promotes a regulated and responsible approach to gambling. They are restricted to three types of betting and lottery activities, do not permit underage participation, and prohibit credit betting. More importantly, the Jockey Club faces one of the highest gambling tax rates in the world, making competition with illegal bookmakers even more challenging. [Jockey Club and China Travel Service join hands to promote horse racing tourism, cultural exchange and youth development] On March 19, The Hong Kong Jockey Club (“the Club”) signed a memorandum of understanding with China Travel Service (Holdings) Hong Kong Limited (“CTS”) to strengthen its strategic partnership in support of tourism, sports, cultural exchange and youth development. The aim is to promote tourism in the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”), help Hong Kong consolidate its position as an international tourism hub, and facilitate youth development and exchange between Hong Kong and the Mainland. The signing ceremony was attended by Secretary for Culture, Sports and Tourism of the HKSAR Government Rosanna Law; Deputy Director-General of the Economic Affairs Department of the Liaison Office of the Central People's Government in the HKSAR Guo Shaowei; Hong Kong Tourism Board Chairman Pang Yiu-kai and guests. Also in attendance were the Club’s Chief Executive Officer Winfried Engelbrecht-Bresges and CTS Chairman Wang Haimin. They witnessed the Club’s Executive Director, Customer Strategy, Insights and Innovation Dennis Hau and CTS Deputy General Manager Jian Yi sign the memorandum. This collaboration comes at a moment when horse racing tourism has been included in the Development Blueprint for Hong Kong’s Tourism Industry, as proposed by the HKSAR Chief Executive John Lee. [New Jockey Club Campus of Creativity opens at Hong Kong Baptist University] The Hong Kong Jockey Club Charities Trust is pleased to celebrate the official opening today (18 March) of the Jockey Club Campus of Creativity at Hong Kong Baptist University (HKBU). This landmark development, comprising a state-of-the-art creative hub and student residential halls, was made possible by a HK$452 million from the Trust – its largest single donation to HKBU. Club Steward Ann Kung said at the ceremony, “The campus is a shining example of The Hong Kong Jockey Club’s commitment to talent development and the betterment of society. [Jockey Club celebrates new and graduating Jockey Club Scholars and awards fellowships to the first cohort of JC STEM Early Career Research Fellows] The Hong Kong Jockey Club held its Scholarships and Fellowships Award Presentation Ceremony and High Table Dinner on March 17. In addition to awarding scholarships to 116 students in recognition of their outstanding academic performance and commitment to serving the community, the very first JC STEM Early Career Research Fellowship for Translation and Application was awarded to 10 outstanding STEM researchers. The Club also congratulated 40 graduating JC Scholars as they embarked on a new chapter in their lives. Club Chairman Michael Lee said that The Hong Kong Jockey Club Scholarships have grown in scope and scale over the past 20-plus years. In addition to supporting Hong Kong undergraduates, they have extended to students pursuing vocational education, to gifted young minds from the Mainland and around the world, and to students who have excelled while overcoming adversities and challenges. He highlighted the JC STEM Early Career Research Fellowship for Translation and Application, launched by the Club’s Charities Trust in 2024 to help STEM researchers translate scientific findings into practical industry applications. Given the rapid pace of technological change, especially AI, he urged JC Scholars and JC STEM Fellows to harness its power for the benefit of all members of society, driving positive change for future generations. The Club has long been committed to supporting education and talent development in Hong Kong. Established in 1998, The Hong Kong Jockey Club Scholarships are dedicated to nurturing caring leaders for a better society. [Combating Illegal Gambling] EP 2: The Jockey Club's Unique Position - Defending Hong Kong's Interests The Hong Kong Jockey Club is the only government-recognised organisation licensed to operate horse racing, football betting, and the Mark Six lottery. However, it does not operate in isolation. Illegal bookmakers are thriving in the digital realm, using websites and mobile apps to promote illicit gambling products to the local population. The scale of this operation is significant; one particularly active online betting site in Asia has reported that its betting volume during the local horse racing season is equivalent to 60% of the Jockey Club's betting figures. Participating in illegal betting is a criminal offense, yet it is estimated that in 2022, around 550,000 residents of Hong Kong engaged in such activities. In 2023 alone, Hong Kong residents lost a staggering minimum of HK$15 billion to illegal bookmakers—an amount sufficient to build 20,000 public housing units. Alarmingly, the traffic from Hong Kong IP addresses to global illegal betting sites has surged. To combat this illegal betting and protect Hong Kong's wealth from flowing away, the Jockey Club needs the support of the community. [Combating Illegal Gambling] EP 1: A Unique Integrated Operations Model – The Hong Kong Jockey Club’s Commitment to Giving Back The Hong Kong Jockey Club (HKJC) is the only non-profit organisation in Hong Kong authorised by the government to operate horse racing, football betting, and the Mark Six lottery. While meeting the public’s demand for betting services, the Club follows a unique integrated operations model that enables it to give back to society through taxation and charitable contributions. Despite significant economic challenges in Hong Kong during the 2023/24 financial year, the Club’s contributions to society reached a record-breaking HK$40.1 billion. This includes HK$29.9 billion in betting duty, profits tax, and contributions to the Lotteries Fund, as well as HK$10.2 billion in charitable donations. These contributions bolster government revenues while benefiting various sectors of the community, addressing needs across healthcare, environmental conservation, youth development, elderly care, community building, arts, and sports.
