The Jamui District Mukhiya Mahasangh, in collaboration with Asar, Regenerative Bihar, Policy & Development Advisory Group (PDAG), and Green Gopalpur Mission hosted the first Conference of Panchayats in Bihar on 3rd September 2024. Building on two years of climate leadership efforts in Jharkhand, this milestone event brought together representatives from Panchayati Raj Institutions (PRI) to discuss actionable strategies for grassroots climate action. Manuj Pandey, co-founder and partner at PDAG addressed the audience and shared the remarkable two-year journey of the CoP initiative. He talked about the two editions of CoP in Jharkhand, culminating in a final state convening for CoP 2.0 last month. On 3 September, over 70 Panchayati Raj Elected Representatives from Jamui district, Bihar, gathered at the #ConferenceofPanchayats (COP) organized by Mukhiya Mahasangh, Jamui, Asar, Policy & Development Advisory Group (PDAG), Regenerative Bihar, and Green Gopalpur. School students shared how extreme weather disrupts their education and affects their health. Women highlighted the challenges of high heat, declining income, and inadequate nutrition. PRI representatives echoed these concerns, stressing the urgent need to address crop losses, water scarcity, and forced migration due to climate change. Komal Singh, Mukhiya of GP Gopalpur, presented a climate action plan, committing to tree planting, organic gardening, and community-driven initiatives. This plan has inspired at least 10 other panchayats to take similar steps. The event emphasized local solutions to climate vulnerability, with support pledged by district officials. Reports say that out of the top 50 climate vulnerable districts of the country 14 are from Bihar. Jamui is one of those districts which are experiencing various impacts of climate change. The district is ranked at the 619th place in the Human Development Index (HDI) among 707 Indian districts. Climate change impacts further pushes the district and its people downwards. Asar, Regenerative Bihar, Green Gopalpur and Policy & Development Advisory Group (PDAG) have aligned with the Jamui Mukhiya Mahasangh to know how climate change impacts the life and livelihoods of the people of the district amidst the concurrent rainfall deficit, heatwave conditions, groundwater depletion and drying rivers and other water bodies. Conference of Panchayats, COP - Jamui is going to be organised tomorrow, the 3rd of September 2024 in Sirchand Nawada Village, close to the district headquarters. The COP is expected to bring PRI elected representatives, government officials, civil society organisations together to listen to climate impacted and vulnerable groups like daily wage earners, working women, children, persons with handicaps, small and marginal farmers, elders etc. and work together to prepare Panchayat-wise climate action plans. This locally led planning process generates a lot of hope and its success can bring a positive change in the policy making and designing of schemes and programmes.

<Late update> I was in Nagpur with Asar to discuss the role of vulnerability in clean cooking in informal settlements in Nagpur. It is an eye-opener that after a decade of PMUY (ujjwala yojna), why many poor communities are left out. And they are still using biomass as opposed to cylinders. Congratulations to the team Ankita Bhatkhande Sanjay Patil Saumya Shrivastava Neha Saigal and others involved, for bringing out nuanced links between fuel, household vulnerabilities, household air pollution, ambient air pollution and climate change. And bring out a strong framework of suggestions/ actions on what could be better!

Was great facilitating a “Talk on Reducing Costs and Carbon in Kerala’s electricity supply” for senior officials at KSEB. The discussion was based on the report “Greening the Kerala Grid” which looks at the potential of Renewables and financial benefits for the DISCOM of the state by increasing the share of Decentralised Renewables in its energy mix. Rama’s work to support more women from poorer households to shift to clean cooking alternatives started when she was a frontline health worker and empathised with many women who struggled with the drudgery and health impacts of burning a chulha 3 times a day. Today Rama inspired a room full of people at the #ICAS2024 organised by Center for Study of Science, Technology and Policy in Bangalore. She spoke about the challenges of working with vulnerable communities and the process of building trust and having empathy. Her work has enabled many homes in Bhalaswa to access and continue using an LPG cylinder. What drives her as she mentioned today on the panel, was the smile on the faces of women when they receive their LPG connection for the first time.
