The National Centre for Good Governance (NCGG) is an apex-level autonomous institution registered as a Society under the Societies Registration Act 1860, under the aegis of the Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions. NCGG serves as a think tank for governance and policy reforms & its core principles revolve around good governance, emphasizing the rule of law, transparency, and citizen centric governance. NCGG plays a pivotal role in advancing research for good governance, e-Governance, and fostering innovation within the public sector by conducting policy-relevant research, preparing case studies, curating training programmes for civil servants, and offering a platform for knowledge sharing at both national and international levels.

  • On 27th March 2025, the National Centre for Good Governance (NCGG) hosted the 7th webinar in its Public Policy & Good Governance series in collaboration with IIT Jodhpur. The session was coordinated by Dr. Himanshi Rastogi, Associate Professor at NCGG and Ms. Megha Tomar, Young Professional at NCGG. Dr. Krishna Kumar Balaraman, Associate Professor, School of Management and Entrepreneurship, IIT Jodhpur delivered a presentation on Strategic Foresight & Policy, highlighting various foresight techniques and methodologies such as Delphi, Decision Trees & Scenario Planning. He emphasized how these tools assist policymakers in formulating forward-looking & resilient policies. Dr. Venkat Ram Reddy, Assistant Professor, School of Management and Entrepreneurship, IIT Jodhpur, spoke on AI, Education and Policy. He underscored the importance of adaptive curricula to address AI-driven skill shifts.     India and Sri Lanka have strong socio-cultural- historic bonds for centuries. It was hence even more enriching to share my experiences of working in #SDGLocalisation with senior civil servants and officers from the Government of #SriLanka in National Centre for Good Governance & LBSNAA in #Mussoorie. Apart from the importance of developing powerful #PublicPolicy tools such as #SDGIndiaIndex, #MPI #MultidimensionalPovertyIndex, I also focused on the increasing role of #Innovation & #Technology which are the biggest catalysts in the Global South for transforming #PublicServiceDelivery & accelerating the Global #SDGs #Agenda2030. The need for tech-innovation-capacity development focussed collaboration holds the big elusive key 🔑 to our collective progress !!!

    I’m honored to have completed the Capacity Building Programme on Local Governance hosted by the National Centre for Good Governance (NCGG), Government of India. This program brought together civil servants from nine countries to explore innovative approaches to rural and urban governance, public policy, and sustainable development.  From interactive sessions on participatory decision-making and data analytics to exposure visits at the Municipal Corporation of Dehradun and the Ministry of Panchayati Raj, the program was both insightful and inspiring. The cultural exchange and networking with peers from Tanzania, Kenya, Sri Lanka, Cambodia, Gambia, Indonesia, Madagascar, Thailand, Mauritius, and India added immense value to this experience.  Grateful to NCGG, GLORIA PAUL MCHOMVU and the Government of India for this opportunity to learn, grow, and contribute to stronger local governance.     Governance and public administration have become a real passion for me. Participating in this capacity building program on Local Governance, conducted by National Centre for Good Governance, was a very enriching and inspiring experience that encourages me to evolve a little more, to get out of my comfort zone and dare to push doors. Two weeks programs that were an incredible opportunity to exchange and to learn from best practices of local governance in India through case studies, expert-led sessions and practical visits. So am deeply thankfull to all team of the NCGG, to all those who made this training possible and especially to the Government of India 🙏 🙏 ❤️❤️ I am very grateful to have been part of this program❤️❤️

    #PowerOfPartnerships !! Question : How can any governments amplify the scope of work, nudge behavioural change, impact grassroots transformation, leverage community leadership & skills, and finally drive socio-behavioural-cultural change in any society ?? As Public Servants in any developing country, we cannot ignore the power, core strength, granular reach of our vibrant civil society - be it in India or in Cambodia!! This was the topic of my talk at National Centre for Good Governance , #Mussoorie with the batch of senior civil servants from #Cambodia - how to make public policy planning- formulation-implementation inclusive of our #CivilSociety Civil Society Organizations (CSOs), non-governmental organizations (NGOs), and community groups play a vital role in achieving the #SDGs #Agenda2030 in a participatory manner. Their active contribution is valuable in the country's Voluntary National Review #VNR preparation process at the High Level Political Platform at United Nations headquarters. During #IndiaVNR2020, 13 specific population groups were identified for focused consultations, adhering to the core principle of “Leaving No One Behind”. Over 1000 CSOs participated in this consultation process, organised by NITI Aayog Official & United Nations in India across the country. I was fortunate to be a part of this massive organisational process!! These CSO networks led and conducted consultations at the regional/ state and national levels. This effort resulted in documenting their challenges, expectations, and commitments, providing valuable grassroots insights that strengthen the #VNR report. The diverse population groups which came together with us in the VNR process included CSO groups working in/with/for -Children, Elderly& Senior citizens, Scheduled Caste, Scheduled Tribes, De-notified-nomadic & semi-nomadic tribes, PLHIV, Persons with Disabilities, LGBTQIA+, Migrant&urban poor, Youth & adolescents, Farmers, Forced Labour & human trafficking Voices from CSO consultations led to these insights- * need for data disaggregated by gender, region, caste, identity group, age, deprivation-in the official statistical systems for deeper analysis and solutions. * Interventions must be aimed at instituting behavioural change * Need to improve awareness about rights within these special groups * Local contexts are mighty important for customising government programmes * Gender sensitivity, ethnic sensitivity is paramount even within all groups * Inclusive and safe spaces and platforms for feedback from groups must be instituted * M&E systems need to be reoriented to integrate all of the above

    The National Centre of Good Governance (#NCGG) invited me to take an "Energy Transition in India: Challenges and Opportunities" session at the 10th Training Programme on #PublicPolicy and #Governance for the #CivilServants of #Cambodia on 11th March 2025. The cohort consisted of 40 mid-level Cambodian civil servants from different ministries and departments. It was a pleasure to see the enthusiasm amongst young civil servants and their zeal to learn about India's strategies for #EnergyTransition. In earlier posts, I have already discussed about challenges that are being faced due to Energy Transition. Since I was asked to also focus on the opportunities due to the Energy Transition, some of the points highlighted by me included: •500 GW of Non-Fossil capacity by 2030 – Opportunities for developers, manufacturers, and service providers in solar, wind, nuclear, and other renewable sources of power. •Tackling intermittency of renewables – Opportunities in hydro plants, battery, and pumped storage systems for grid stability and integration of renewables. •Strengthening Transmission Infrastructure - Opportunities for developers, manufacturers, and service providers in developing inter-state transmission networks. •Reducing Peak Demand – Demand Side Response – Opportunities in AI-based grid forecasting, smart metering (Time of the Day metering), and tech-driven energy solutions. •Reducing dependence on imports - Opportunities in building production base for Solar PV modules, solar cells, wind turbines, batteries for EVs and grid-scale storage, smart meters, hydrogen electrolyzers, etc. •Electrification of transportation – Opportunities in EV manufacturing, battery recycling, and charging infrastructure. •Decarbonization of industry – Opportunities in the electrification of heating processes in the industry. •Green Hydrogen Production: National Green Hydrogen Mission - investment and R&D opportunities. •Energy Efficiency - Opportunities in energy-efficient buildings, retrofitting of older structures, Smart HVAC (Heating, Ventilation, and Air Conditioning) systems, and Energy management solutions for industries. •Jobs– A large number of job opportunities and huge Skill shortage in Clean Technologies. •Financing Energy Transition – Opportunities in renewable energy project financing, green bonds, sustainable debt instruments, Climate finance, and carbon trading.   • On 25th February 2025, the National Centre for Good Governance (NCGG) successfully conducted the 6th webinar in its series on Good Governance: Policies & Practices in partnership with Indian Institute of Management Kashipur. The session featured two distinguished speakers: 🔹 Dr. Atulan Guha, Chairperson, Centre of Excellence in Public Policy and Government, IIM Kashipur 🔹 Dr. Harish Kumar, Chairperson, MBA (Analytics) Programme, IIM Kashipur Dr. guha atulan, in his talk on Climate Change, Rainfall Variations & Challenges to Food Production, presented a 120-year data analysis (1901–2020) on rainfall trends and their impact on agricultural output. His study highlighted critical factors such as irrigation, groundwater levels, farmers' socio-economic status, and government policies in shaping agricultural productivity. Dr. Harish kumar spoke on Digital Transformation in Governance, emphasizing digital transformation, strategic technological utilization, and upgrading existing applications. He described digital transformation as a multidisciplinary process that drives value creation, structural shifts, technological advancements, and financial optimization in governance. The session concluded with an insightful Q&A discussion, where participants engaged with the speakers on governance strategies aimed at enhancing the ease of living for migrants in India.
