Please find the Final Exercise Report of the Tabletop Exercise "Coherent Resilience 2024 – Moldova" (CORE 24-M). CORE 24-M was an exercise held from 12-14 March 2024 in Chișinău. It aimed to bolster the resilience of Moldova’s critical energy infrastructure against cyber and hybrid threats. The exercise focused on enhancing preparedness to identify, prevent, and respond to risks such as kinetic, sabotage, and cyber attacks. Emphasizing the nexus between cyber and energy security, CORE 24-M fostered collaboration among Moldovan energy operators and cyber defenders. The event featured an academic seminar, a two-day exercise, and after-action briefings, gathering over 100 participants from 10 nations and 32 institutions. 🌍🔐 The Crucial Intersection of Energy Security and Cyber Security 🔐🌍   In today’s rapidly digitalizing world, the energy sector faces growing threats from cyberattacks—ransomware, DDoS, phishing and others. As we move toward a greener and more connected future, this risk becomes more pronounced, posing significant challenges to the stability and reliability of our energy systems. Energy security and cyber security are, therefore, increasingly interlinked.   🚨 Disruptions in energy supply can severely impact not only our economies but also military operations, national resilience, and public safety. The recent rise in cyber incidents targeting critical energy infrastructures and renewable energy sources demonstrates the urgent need for a holistic approach to energy security.   It is, therefore, important to integrate cybersecurity into the early design of any energy system, stay alert to vulnerabilities, and raise awareness of the end-users. Our new publication by Dr. Arturs Brekis discusses the significant impact of Russia’s military campaign in #Ukraine, particularly focusing on its intentional large-scale attacks on Ukraine’s energy infrastructure. These attacks, part of a broader “#hybrid warfare” strategy outlined in the Russian “Gerasimov Doctrine,” aim to weaken Ukraine economically and psychologically, rather than directly affecting military operations. The article highlights how Ukraine’s historically centralized energy system, developed during Soviet times, has been destabilized by missile and drone strikes, leading to power supply issues across the country. The article further emphasizes the importance of enhancing power autonomy, particularly in light of Ukraine’s experience with energy dependence and the ongoing conflict. It proposes an analysis of various autonomous and off-grid power generation technologies, such as decentralized #renewable energy sources, energy storage systems, smart grids, nuclear reactors, and alternative technologies. These technologies are aligned with the EU Green Deal and NATO’s future strategic goals, aiming to support the reconstruction and development of Ukraine’s energy system post-war, benefiting both civilian and #military applications.
